City Council Work Session Recap February 6, 2026

FAYETTEVILLE, N.C. - City Council met on Feb. 6 at 2 p.m. for the monthly Council work session to discuss City-related items.
During the City Manager’s Report, Assistant City Manager Jodi Phelps introduced two new employees with the City Manager’s Office:
- Intergovernmental Military Manager Adam B. DiGaudio
- City Manager’s Military Intern Dr. Andrew Mansell
Agenda Items
6.01 City Council reached a consensus to approve the proposed solutions from the Buckhead Creek and the Beaver Creek One Watershed Studies to enable staff to program them into the annual Capital Improvement Program prioritization process and pursue grants as applicable. The Buckhead Creek study identified 33 potential projects costing an estimated $156 million, mostly to increase stormwater capacity. The Beaver Creek 1 study identified 22 potential projects costing about $63.4 million, focusing on capacity improvements and stream restoration.
6.02 Internal Audit Director Rose Rasmussen presented to City Council with best practices for a consistent process with a unified form for the annual conflict of interest questionnaire to make them available and easily accessible. City Council reached a consensus to continue with the current fillable PDF City of Fayetteville Annual Conflict of Interest Questionnaire for Mayor and Council, requiring a printed form with a wet signature, which meets the City’s Code of Ordinances requirements.
6.03 City Council reached a consensus to receive an update for the reuse and renovation of the former Blue Street Senior Center building for the Office of Community Safety. The proposed project will establish the Blue Street site as the primary hub and headquarters for OCS.
6.04 Fayetteville-Cumberland Parks and Recreation presented a progress update on the proposed Glenville Lake Crossing & East Shore Trail Project. The project is currently in the design phase, and the City has completed early work such as surveying, public engagement, geotechnical studies, and initial design concepts. Design efforts are continuing to prepare the project for future implementation. Council reached a consensus to receive the report.
6.05 City Council received an overview of a proposed concept and cost estimate for improvements to the Arts Council Alleyway. Council directed staff to work with partners to gather and share input on the proposed improvements and potential next steps as well as collaborate with downtown partners to update all downtown open areas that belong to the City of Fayetteville.
6.06 This item was brought forward at Council member Brenda McNair’s request. Council reached a consensus to direct staff to research the costs and available options for implementing a citywide public awareness campaign focused on firearm safety and responsible gun storage.
6.07 At Mayor Mitch Colvin’s request, Council reached a consensus to direct staff research options to implement a senior technology learning program at the City’s senior centers and recreation centers, utilizing equipment from the Information Technology Department.
6.08 At the request of Mayor Colvin, Council reached a consensus have staff research options to expand the sewer grant program. This action could require a contribution of General Fund and State funds. Expanding eligibility is expected to substantially reduce the Phase V completion timeline.
6.09 This item was brought forward by Council member Antonio Jones. Council reached a consensus to direct staff to bring back options to expand notifications of public hearing notices such as improved signage on properties and online information to help keep the public informed.
