For Your Safety

  • Riding at night? Wear light-colored clothing and carry a reflector or flashlight so the Operator can see you.
  • Never cross in front of a bus unless it is stopped at a red light.
  • To report an emergency or a suspicious package or behavior, tell the Operator right away or call 9-1-1.
  • All FAST buses are ADA accessible.
  • If you have a disability that prevents you from using the fixed-route buses, you may be eligible for FASTTRAC! Services.

Steps to Ride FAST

  1. Determine how to get where you want to go. You can use your schedule and map to determine which bus route you need to take and if you need to transfer at any point. If you aren't sure which bus route to take, you can call the Information Center at 910-433-1747.
  2. Before you call, you will need to have the following information ready. The closest bus stops to your starting point (a street address is helpful, but at a minimum, please have the route number from that bus stop sign ready) and your final destination.
  3. Wait at the bus stop: Check your schedule to determine when the next bus should arrive.
  4. When you see the bus is arriving, make sure that you have your fare ready. The fareboxes only accept prepaid bus passes, $1.00 bills, and coins. Please have exact change; bus operators do not carry change. If you aren't sure how much the fare is, check your schedule or ask the bus driver. You can also view "Fares and Passes" information on our website.
    • If you are making more than 2 trips in one day, it will be more economical to purchase a day pass. You can do this when you board the bus.
    • If you need to purchase any other kind of pass, you will need to do so at the FAST Transit Center (505 Franklin Street). Carlie C's locations offer a limited selection of bus passes as well. Please see the Fares and Passes page for more information.
    • Hint: If you ride the bus often, it may be more economical to buy a multi-day pass. You may also be eligible for a reduced fare.
  5. Wait until the bus driver indicates that you can board. Sometimes they need to lower the bus or deploy a ramp first in order to assist other passengers.
  6. When you get on the bus, say hello to the driver! It is a nice thing to do and it can make a person's day.
  7. If you are not sure where you need to get off, ask the driver when you get on the bus. He or she can assist you with getting to the correct stop.
  8. If there are empty seats, please sit down. If the bus is full, please make sure that you hold on to the handrails and support poles to steady yourself.
  9. If the bus is full and an elderly or disabled person boards, please offer your seat to that person. It is the courteous thing to do.  The operator may ask you to move from the fold down seats near the front of the bus if a wheelchair needs to be loaded.
  10. While you are on the bus, you must obey the Riders Rules of Conduct. They are posted on all of the buses, or you can view them.
  11. When your stop is coming up next, pull the yellow cord on the side of the bus, next to the windows. This will alert the driver that someone wants to get off. If you do not do this, and there isn't anyone waiting at the stop to board, the driver may not stop. FAST buses do not automatically stop at every bus stop.
  12. When the bus stops, please exit via the back door of the bus. The front door of the bus is reserved for passengers that are boarding and for those that need to use the ramp.

Rider Rules of Conduct and Exclusion Policy

Fayetteville Area System of Transit has established a Rider Rules of Conduct Exclusion Policy to outline conduct deemed inappropriate on FAST vehicles, properties, bus shelters, bus stops, and transfer points. This policy is intended to provide a safe, secure, and comfortable environment for all FAST employees and passengers.

The rules listed below, are not all-inclusive; as additional rules and regulations may apply.


Acts Prohibited

The following actions, activities and behaviors are against our rules and will not be tolerated on FAST vehicles and in our facilities:

  1. Verbal threats or physical assault (fighting) against any FAST employee or passenger.
  2. Possession, distribution, and/or being under the influence of narcotics, illegal drugs, and/or drug paraphernalia.
  3. Weapons (pistols, rifles, knives or swords) or other objects which are dangerous in nature.
  4. Eating or drinking (only water-in a clear container with a screw-top lid will be permitted).
  5. Smoking (including electronic cigarettes), chewing tobacco, or carrying lighted tobacco onto FAST vehicles or inside of FAST facilities.
  6. Indecent, profane, boisterous, unreasonably loud, demeaning, or disrespectful behavior.
  7. Physical or sexual contact with FAST employees or passengers.
  8. Playing of audio devices without the use of personal earphones / headsets.
  9. Standing in front of the Standee Line (yellow or white line on the floor of the vehicle-near the driver's seat).
  10. Animals are not allowed on vehicles or inside facilities - except for authorized service animals.
  11. Large articles, packages, baggage, non-collapsible strollers or baby buggies which block vehicle aisles/walkways.
  12. Loitering, soliciting for contributions, distributing of any materials on FAST properties.
  13. Children under (5) five years of age must be accompanied by an older, responsible adult.
  14. Roller-skating, roller-blading, skateboarding, or sitting on hand-rails at transfer points or inside FAST vehicles.
  15. Unsafe behavior which may endanger FAST employees and/or passengers.
  16. Hanging out, reaching out, or putting anything out of FAST vehicle windows.
  17. Refusal to pay a fare or refusal to show appropriate fare media to a FAST vehicle operator, when requested.
  18. Misuse of fare media, including counterfeit or stolen fare media.
  19. Obstructing or interfering with the safe operation of FAST vehicles.
  20. Motorized bikes, gasoline/fuel combustion-type vehicles, or oversized wheelchairs which exceed ADA guidelines.
  21. Fighting, instigating fights, or threatening acts of violence against FAST employees and/or passengers.
  22. Display of drunken behavior which may endanger FAST employees and/or passengers.
  23. Boarding vehicles and/or entering facilities without proper clothing (must wear shoes and shirt at all times).
  24. Stealing or willfully damaging, defacing or destroying City property.
  25. Indecent exposure.

Procedure

An operator or other authorized representative shall make one request for the prohibited behavior to cease/stop. If the behavior continues, then additional authorities personnel may be called to respond immediately.

If physical contact/violence is involved-then Law Enforcement must be notified at once.

Violations of these rules may result in person(s) being excluded from use of FAST services permanently  and may include criminal charges, and arrest by local, state, and/or federal law enforcement authorities.

Bike Policy

Bikes on Buses

All FAST Transit buses are equipped with bike racks on the front of each bus. Our easy-to-use bike racks can hold two bikes and are available on a first-come, first-served basis. Only two-wheeled adult and children's bikes fit on the bus bike racks. Motorized bikes are not allowed on any bus racks. If the bike rack is full, you will have to wait for the next bus.

Bicycles are not permitted inside the bus due to safety concerns. However, bicycles that can be collapsed and folded into a carry-on bag are permitted as long as they are not placed in a seat that would force another passenger to stand.


Eight Steps for Using the Bus Bike Rack

Remember that FAST is not liable for any damage to your bike, or other property connected with the bicycle, so be sure to load your bike securely onto the rack as follows:

  • Step 1: Before the bus arrives at your stop, please make sure that bike pumps and water bottles are secure so that they do not fall off during the bus trip.
  • Step 2: When the bus arrives at your stop, indicate to the Operator that you will be loading your bicycle onto the rack. Remember to look closely before stepping off the curb to load and unload your bike.
  • Step 3: To release the rack, squeeze the center handle and slowly lower it. If the rack is already lowered and a bike is in position, use the other available bike wheel well. If the bike rack is full, please wait for the next available bus.
  • Step 4: After lowering the rack, lift your bicycle into the available wheel well, making sure that the front wheel is placed on the side labeled "front wheel." If only one bike is being loaded, use the position nearest the bus handlebars toward the curb.
  • Step 5: Pull out and up on the support arm and hook the arm securely over the top of your front wheel. A spring pulls the arm back and holds the bike securely in place.
  • Step 6: When you reach your destination, notify the Operator that you will be unloading your bicycle and use the front door to exit the bus. Raise the support arm up off the tire and return it to its original position.
  • Step 7: Lift your bike out of the bike rack. If the bike rack is empty, please return the rack to its upright position.
  • Step 8: Step away from the bus and onto the curb with your bike. Indicate to the Operator that you are clear of the bus.

Reminder: Fayetteville Area System of Transit is not responsible for lost or stolen bicycles. It is advised to sit near the front of the bus so that you may monitor your bike during your ride.

Plans & Programs

Public Transportation Agency Safety Plan

FAST has developed a safety plan that includes processes and procedures to implement the principles of Safety Management Systems (SMS).  The Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) Final Rule on July 19, 2018, in an effort to improve public transportation safety by guiding transit agencies to more effectively and proactively manage safety risks in their systems. 

Urban transit operators are required to review, update, and certify their plans annually.  The FAST PTASP identifies, assesses, and seeks to mitigate risks.  It also sets forth strategies to minimize exposure to hazards, improve FAST’s safety training program, establishes safety performance targets.


Service Standards & Policies

Service standards and guidelines serve as useful policy tools that reflect the mission and goals of the transit organization.  These define attributes of service design and delivery, as well as create an objective set of criteria under which existing services, proposed alterations to services and prospective new services are evaluated.  Service standards also provide a basis for the open and equitable allocation of budget-limited-service resources in accordance with the Title VI and Environmental Justice requirements.


Transit Development Plan 

The 2022-2032 City of Fayetteville Transit Development Plan (TDP) updates the plan previously completed in May 2014. The ten-year plan provides a business development plan for the transit agency over the next decade and beyond. It provides recommendations related to improved services, infrastructure, technology, plans and policies.

The Fayetteville Area System of Transit (FAST) is committed to ensuring that no person is excluded from participation in, or denied the benefits of, its transit services or programs on the basis of race, color and national origin as afforded by Title VI of the Civil Rights Act of 1964, as amended.

No person or group of persons limited English individuals, minority or low-income populations will be discriminated against with regard to fares, routing, scheduling, quality of transportation service, frequency of service, age and quality of transit vehicles assigned to routes, quality of stations and location of routes will not be determined on the basis of race, color, national origin, age or disability.

FAST, as a federal grant recipient, is required by the Federal Transit Administration (FTA) to conform to Title VI of the Civil Rights Act of 1964 and its amendments. Therefore, the FAST mission includes the equal and equitable access to its programs, activities, and services.

Lost & Found

FAST Lost and Found is located at the dispatch office and is open during operating hours at 505 Franklin Street, Fayetteville NC 28301. 

Items left on buses or on FAST property will be held no more than 30 days.  FAST will keep a record of items found and will make an attempt to return them to their owners.

To ensure lost items are returned to the rightful owner(s), the person claiming the item(s) will need to provide a full description.  For cell phones and other valuable items additional proof of ownership will be required.  All Claimants must provide a photo identification which will be copied, and they must sign for the item(s) they are retrieving before it/they will be released to them.  

Items will be held according to the following guidelines:

  • Items which may be disposed of immediately include toiletries, food items carried in plastic bag(s), travel cups, soiled or dirty clothes and related items.  
  • Lost clothing, backpacks and other fabric items will be held at the FAST Transit Center, 505 Franklin Street, Fayetteville N.C. 28301. If not claimed within 48 hours they will be disposed of.
  • Lost glasses, keys, phones, and prescriptions will be held at the FAST Transit Center, 505 Franklin Street, Fayetteville N.C. 28301 for 30 days. If they are not claimed within that time they will be disposed of. Glasses and phones are donated, and prescriptions are given to the Fayetteville Police Department for disposal.
  • Lost wallets or cash will be held at the FAST Transit Center, 505 Franklin Street, Fayetteville N.C. 28301 for 30 days. If not claimed within that time they will be turned over to the Fayetteville Police Department.
  • Bicycles will be kept at the FAST Transit Center, 505 Franklin Street, Fayetteville N.C. 28301 for 30 days. After 30 days the bicycle(s) will be donated to an organization that refurbishes them for people in the community.
  • Dangerous / hazardous Items will be immediately turned over to the Fayetteville Police Department.
  • FAST is not responsible for personal items lost or left on the buses, FAST Transit Center or at bus stops.

Disadvantaged Business Enterprise

DBE Program Policy Statement

The City of Fayetteville shall not discriminate in any manner on the basis of race, color, sex or national origin, and shall take all reasonable steps to ensure that certified Disadvantaged Business Enterprises (DBE's) have the maximum opportunity to participate in the performance of contracts financed, in whole or in part, with financial assistance from the United States Department of Transportation (DOT), acting through such agencies as the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA). FAST shall implement this DBE Program in accordance with Part 26 of Title 49 of the Code of Federal Regulations entitled "Participation by Disadvantaged Business Enterprises in Department of Transportation Programs."

Objectives of FAST's DBE Program

  • To ensure nondiscrimination in the award and administration of DOT-assisted contracts.
  • To ensure that the DBE program is narrowly tailored in accordance with applicable federal, state and local laws.
  • To ensure that only firms fully meeting the eligibility requirements of the DBE program are permitted to participate.
  • To help create a level playing field on which DBEs can fairly compete for DOT-assisted contracts.
  • To help remove barriers to the participation of DBEs in DOT-assisted contracts.
  • To help and assist in the development of firms that can compete successfully in the marketplace outside of the DBE program; and
  • To provide appropriate flexibility to establish and provide DBEs opportunities to participate in DOT-assisted contracts in accordance with applicable federal, state and local laws.

Federal Fiscal Year 2022-2024 DBE Goal

The Fayetteville Area System of Transit (FAST) has adopted a (2.72%) DBE goal for Federal Fiscal Years (FFY) 2022-2024 beginning on October 1, 2021, and ending on September 30, 2024. FAST plans to achieve this goal through (1.47%) race-conscious measures and (1.25%) race-neutral measures.

The NC Department of Transportation (NCDOT) serves as the certifying agency for all DBE's seeking work on Fayetteville Area System of Transit contracts. The NCDOT Unified Certification Program, (UCP) is a "one-stop shopping" certification procedure that will eliminate the need for Disadvantaged Business Enterprise (DBE) firms to obtain certification from multiple agencies within the state. The firm can now apply one time with the NCDOT, and if approved, that certification is shared by all other federal recipients in the state, including Fayetteville Area System of Transit. Firms must apply for certification as a DBE to NCDOT by completing the UCP application located on the NCDOT Web site. Detailed instructions on how to become certified as a DBE under the UCP are listed on the site. The NCDOT maintains a unified DBE directory that will contain all firms certified by the UCP, the information required by 49 CFR Part 26.31, and make it available to the public electronically, on the internet as well as in print.

It is the policy of FAST to purchase the highest quality of goods and services at the best possible price. In so doing, FAST will not discriminate on the basis of race, color, national origin, or sex in the award and performance of any federally assisted contractor in the administration of FAST's Disadvantaged Business Enterprise (DBE) Program or the requirements of the 49 CFR Part 26.

FAST will take every necessary and reasonable step under 49 CFR Part 26 to ensure nondiscrimination in the award and administration of federally assisted contracts.

It is the intent of FAST, in compliance with Federal rules and regulations, to develop and implement a Disadvantaged Business Enterprise Program pursuant to 49 CFR Part 26. The Disadvantaged Business Enterprise Program consists of small businesses that meet three basic criteria:

  • At least 51% owned and controlled by minorities, women or other individuals who face economic obstacles in the marketplace,
  • The owner(s) personal net worth cannot exceed $1.32 million, minus the equity in their business and primary residence and,
  • Meet the criteria of a small business per the Small Business Administration's guidelines for a small business and the company's gross receipts cannot exceed $22.41 million dollars, averaged over a three-year period

Please be advised that certification as a Disadvantaged Business Enterprise (DBE) with the North Carolina Department of Transportation is a separate and different certification than the North Carolina Department of Administration's Historically Underutilized Business (HUB) certification. Projects with federal funds require that the proposal has a federal (DBE) goal, and that the DBE goal is achieved by utilizing certified DBE firms found in the NCDOT Directory of Transportation Firms. For projects that have state funds only (no federal funds), the proposal will have two goals: Minority Business Enterprise (MBE) and Woman Business Enterprise (WBE). These MBE and WBE goals are achieved by utilizing certified MBE and WBE firms, also found in the NCDOT Directory of Transportation Firms.

Community Room Meeting Space

The FAST Community Room, located at 505 Franklin Street, is available to individuals or organizations to rent on a first come, first served basis with applicable fees paid in full.  Reservations are accepted at the FAST Center Administrative Office, on the second floor at 505 Franklin Street, Fayetteville, NC 28301.  Office hours are 8 a.m.-5 p.m. Monday-Friday. Call 433-1288 for more information.


Rental Rates

  • Nonprofit Organizations: $200 deposit & $130 for 1 to 4 hours, plus $25 each additional hour up to 8 hours maximum.
  • For Profit Organizations: $200 deposit & $260 for 1 to 4 hours, plus $50 each additional hour up to 8 hours maximum.
  • City Sponsored or Affiliated Agencies: Fees may be waived by City Manager or designee.

Rental Information

  • Full rental fee and deposit are required before facility is reserved
  • Reservations can be taken up to one year in advance
  • Reservations have priority and guarantee use of the assigned area only
  • ALCOHOLIC BEVERAGES ARE PROHIBITED
  • Room Rentals: The department will grant use of tables and chairs available at the center. All other equipment desired will be the responsibility of the user. Setup and Breakdown will be the users’ responsibility.

Deposits

The user is responsible for leaving area clean and is liable for any damages occurring during use.  If area(s) and equipment(s) are left in good condition or replaced with equipment of equal value, the deposit will be returned and if not, the deposit will be forfeited.


Refunds/Cancellations

  • Cancellations may be made up to 2 weeks prior to the day of the event with a full refund of the deposit/fee
  • Cancellations made less than 2 weeks prior to the event will be charged a $25 cancellation fee.
  • After 2 cancellations no refunds will be given.
