Strategic Performance Analytics

The Strategic Performance Analytics office manages strategic planning activities, monitors and reports on organizational performance, and coordinates staff legislative affairs activities.

Strategic planning is critical to organizational success. It involves developing, maintaining, and adhering to an organizational vision, mission, and set of strategic goals. Strategic planning helps an organization determine where it wants to go in order to achieve the greatest success. The City of Fayetteville's strategic planning process involves brainstorming with City Council, staff, and, most importantly, residents to determine short and long term direction for the City. The City accomplishes this through staff strategic planning meetings, a yearly City Council strategic planning retreat, and periodic Cafe Conversation events with residents.

Organizational performance monitoring allows the City to understand whether it is properly aligned with the goals established in strategic planning and whether it is achieving those goals. Performance data is collected periodically on a number of metrics, analyzed to identify trends, and reported to residents so that they might have access to how their City government is performing and how their tax dollars are being utilized.

Data Driven Continuous Quality Improvement

The City of Fayetteville desires peace, prosperity, and a high quality of life for all its residents. It uses data from all areas of its operations, from citizen engagement opportunities, and from industry best practices to constantly improve the level of quality of its services as it works to achieve the vision of the community it shares with its residents.

Fire Station Locations

The Fayetteville Fire Department performs analysis on population density, calls for service, and City geography and incorporates industry standards for response times to determine the optimal location for each fire station. It is this dedication to data driven continuous quality improvement that has earned the department international accreditation and an Insurance Services Organization (ISO) rating of 1, the highest rating possible from this organization.


Environmental Services Study

The City recognizes the importance of reliable and effective household solid waste service. As a way to benchmark itself against peer cities and private organizations in the waste industry, the City conducted a six month study to identify opportunities for improvement in its household solid waste collection services.


NICEStat (Neighborhood Indicators and Community Evaluation)

The City of Fayetteville and the 96th Civil Affairs Battalion from Fort Bragg partnered twice in Fiscal Year 2017 to conduct windshield surveys of neighborhood land use and subsequent data analysis of the data collected. The City will use the data and analysis provided by the 96th to construct an updated comprehensive land use plan and to inform the City's neighborhood revitalization plan. These types of exercises provide additional data collection capacity for the City and real life training experience for the 96th, plus they strengthen the ties between the City and its military neighbor.


Civil Impacts of Downtown Development / Stormwater Citizen Engagement

The City of Fayetteville and the 96th Civil Affairs Battalion from Fort Bragg partnered again in July 2017 to assess the civil impacts of downtown development and to gather citizen input on stormwater management. One set of assessment teams reviewed various aspects of downtown development and the potential impacts to City resources such as police, transit, parks, and emergency management. The other set of teams went door to door in three City neighborhoods to gather information from residents via a survey on their perceptions of the City's stormwater management. These teams also sought input from citizens and other groups in the neighborhoods to determine prime locations for rain gauge placement. The rain gauges will be used by the City's Stormwater Division of the Engineering Department to collect data on quantity and intensity of rain in micro areas of the City and then to analyze subsequent stormwater levels related to the rainfall measured.


ESRI Opioid Mapping Initiative

The City of Fayetteville is a proud founding member of the ESRI Opioid Mapping Initiative, in support of data sharing and analysis. This initiative is a community of practice that includes leading local government health and law enforcement agencies, technologists, and researchers committed to engaging their communities in partnerships to improve awareness of the opioid epidemic and make better decisions with government resources. The purpose of the initiative and this site is to provide a list of applications and open data sets that local health and law enforcement agencies have identified as important to their communities. It also provides critical and timely resources, including: technical guidance and best practices, success stories; how-to articles; and links to related efforts. Agencies that lead the way in mapping the epidemic can be instrumental in helping others learn as additional governments embrace technology fighting the epidemic.

Organizational Performance

Why Measure Organizational Performance?

Organizational performance involves gathering data from residents, elected officials, and staff to determine the correct activities in which the organization should engage, monitoring those activities on a periodic basis, and reporting the performance data from those activities to residents, elected officials, and staff. It is this cycle of data gathering, performance monitoring, and reporting that leads to continuous performance improvement and, ultimately, world-class performance by the organization.


Resident Surveys

The City conducts a biennial citizen survey to capture the opinions of residents on the quality and availability of City services. This survey is conducted by an independent third party so as to provide the highest level of objectivity of the results and to ensure the survey results are statistically valid.
