About HRD

Human Resource Development aims to provide services that improve the development and productivity of a committed and valued workforce. To meet these objectives, we administer programs in the following areas.

Recruitment and Selection: We recruit applicants for all City job openings and assist departments in selecting, hiring, and orienting employees.

Classification and Compensation: This area is responsible for position classification and the pay plan. Our goal is to administer and maintain a market competitive pay system to attract and retain highly skilled employees.

Benefits Management and Administration: We develop, manage, and administer a comprehensive benefits plan, including health and dental coverage, life and other insurance programs, retirement benefits, flexible spending accounts, and deferred compensation plans.

Organizational Development and Training: The Organizational Development and Training (ODT) function provides employees with learning opportunities that deliver knowledge and skills, enhancing their abilities to perform more efficiently and effectively in support of the City's mission.

Performance Management: The employees' performance management system is designed to communicate individual performance expectations to employees and evaluate their performance against established organizational standards.

Compliance and Records Management: We maintain official personnel records for all city employees and provide access to information in compliance with privacy provisions of public records laws. We also ensure compliance with state and federal employment law mandates.

Employee Relations: This area is committed to maintaining an employer-employee relationship that contributes to efficient and consistent resolution of issues, satisfactory productivity, and successful performance. We strive to promote a satisfying work environment where employees are informed of policies and procedures, understand expectations, and are retained based on successful performance.

Employee Recognition and Appreciation: The employee recognition and appreciation programs managed by ODT are designed to recognize employees for their service, longevity, and outstanding contributions to the City's mission and values.

About the ICON Internship Program

Innovative Career Opportunities Now (ICON) is the Cumberland County Schools' Career and Technical Education Work-Based Learning (WBL) program platform. Work-based learning is an educational approach utilizing the workplace to provide students with the competencies and skills that allow them to connect school experiences to real-life work activities through career exploration, exposure to the real workplace, and achievement of work readiness skills.

Mission Statement: The mission of Career and Technical Education is to help empower students for effective participation in a global economy as world-class workers and citizens.

Work-Based Learning Programs

Based on occupational goals, students can be placed in one or more of the following programs.

Career Shadowing (Unpaid)

Career Shadowing involves pairing mentors with students to share aspects related to a career. It is a one-day exposure to the "real world" of work. Students spend 3-4 hours, typically from 9 a.m. to noon, with an individual in their career field of interest. They shadow to see what those individuals really do for a living. Depending on the shadowing site, the opportunity may be one-on-one with a mentor or may involve a group visit.

Internship (Paid or Unpaid)

Internships are short-term employment opportunities that are directly related to a student's pathway. Students use an internship to determine if they have an interest in a particular career, to create a network of contacts, and to gain valuable work experience.

Students@Work Week

Students@Work is a job-shadowing, job-mentoring initiative sponsored by the North Carolina Business Committee for Education in partnership with the North Carolina Department of Public Instruction. The goal of Students@Work is to expose middle school students to career pathway options. Students should be able to see the relevance of the classroom and how it relates to potential future careers. This event is recognized in Cumberland County Schools CTE throughout the month of March through field trips and guest speakers.

About the Director

Jerry Clipp
Human Resource Development Director

Jerry ClippJerry is a human resource leader with over twenty-five years of experience partnering with executive teams to improve culture, employee engagement, and connect the meaningful work of employees to organizational strategy in complex organizations.

Some of his key career accomplishments include designing talent management platforms, effectively leading change management initiatives, and coaching leadership teams to enhance their effectiveness to deliver strategic results.

Jerry believes an organization is only as effective as the capabilities of its leaders. His passion is helping leaders become more effective through teaching and coaching. Jerry enjoys teaching through compelling storytelling drawn from many years of leadership experience.

Jerry is certified as a Senior Professional in Human Resources (SPHR) by the HR Certification Institute and certified as a Senior Certified Professional (SHRM-SCP) by the Society for Human Resource Management. He graduated with a BA in Management from the University of Phoenix and he holds a MA in Administrative Leadership from the University of Oklahoma. Jerry is also a Certified Coach through the Academy of Creative Coaching accredited by the International Coaching Federation.

Originally from Maryland, he now resides with his wife in Fayetteville. Jerry has five children and enjoys time with family, hiking, kayaking, music, and pen turning.
