City Manager's Office

Doug is the City Manager for the City of Fayetteville, in which he has served since April 2016. Prior to being promoted to the position, he was Interim Permitting & Inspections Director for the City. He has almost 20 years of local government experience in North Carolina, Virginia and Florida. He is originally from Supply, NC. He now resides in Fayetteville.

A former Public Information Officer for Halifax County, NC and the City of Wilmington, NC, he first came to the City of Fayetteville in May 2004 as Management Services Director, a role that focused on strategic planning and public relations for the City organization. Doug was promoted to Assistant City Manager in April 2007, a position he held until January 2012, when he became a City Manager in Florida. He earned his Bachelor of Arts degree and Masters of Public Administration degree from North Carolina State University.

Adam joined the leadership team in Fayetteville in March 2021. He grew up in Greensboro, NC and has nearly 18 years of local government experience, all in North Carolina. He has previously worked in county and municipal government leadership roles including recently as the City Manager of Clayton, North Carolina.

He graduated from North Carolina State University with a B.A. in Communication and a Minor in Spanish. He earned a Master of Public Administration degree from UNC Chapel Hill. Despite the paradox, he is able to cheer for both teams! He is a member of International City/County Management Association (ICMA) and the NC City & County Management Association (NCCCMA). He is also a graduate of Public Executive Leadership Academy (PELA) through the School of Government at UNC Chapel Hill. Adam loves music, family, sports, reading, and making homemade salsa.

Kelly is the Assistant City Manager for the for the Community Investment portfolio. As such, she is responsible for the Fayetteville Area System of Transit; the Fayetteville Regional Airport; all economic and community development initiatives; and, all planning, zoning, building inspections, permitting, and enforcement of City codes.

A native of Fayetteville and graduate of Terry Sanford High School, she takes great pride in her service to her fellow City residents. Kelly's career with the City of Fayetteville began in 2011 in the Finance Department as a Financial Analyst. In 2014, she partnered with the then Budget Manager and founded the City's Office of Budget and Evaluation. In that capacity, Kelly assisted City Manager Douglas Hewett with the development of the annual budget for over a decade, until her promotion to her current position in 2022.

Kelly earned a bachelor's of science in accountancy from the University of North Carolina Wilmington and is a graduate of the School of Government's Municipal Administration course at the University of North Carolina Chapel Hill.

Jodi serves as an Assistant City Manager for the City of Fayetteville. She joined the Fayetteville team in November 2021 as the Corporate Communications Director after serving 6 years as the Chief Communications and Marketing Officer for the University of North Carolina at Pembroke.

At the City, Phelps has been responsible for the development and implementation of a strategic marketing and communications plan, leading the team through key milestones. She has subsequently served as the City's Chief of Staff before assuming additional responsibility as an Assistant City Manager. Phelps has more than two decades of experience in marketing, communication and organizational leadership guiding organizations through crisis communications and issues management, aggressive marketing strategies, and rebranding and image revitalization.

During her career she has led efforts resulting in significant growth in enrollment and philanthropy; the successful navigation of complex public image challenges including Hurricanes Matthew and Florence; supported efforts at a local, regional and state level throughout the global COVID pandemic; and helped shape critical conversations around diversity, equity and justice.

Phelps is a graduate of Leadership North Carolina's Class 29 and completed the UNC School of Government's Municipal and County Administration course. She serves the community as a member of the Board of Directors for Distinctly Fayetteville and has volunteer experience with Junior League, Second Harvest, United Way, ALS Association, Fayetteville Urban Ministries, Freedom Christian Academy, Good Shepherd Catholic Church and serving the military community as a military spouse. Jodi is a member of the Public Relations Society of America and its North Carolina Chapter along with the Public Affairs and Government Section, Counselors to Higher Education, the American Marketing Association, CASE, the NC American Council on Education Women's Network, the North Carolina City and County Manager's Association and NC3C.

Jodi earned a bachelor of arts majoring in communication and history along with a minor in art history from Mercer University and a Master of Business Administration from Thomas University.

Jeffrey is a City of Fayetteville Assistant City Manager. He joins the City of Fayetteville from Tucson, Arizona where he has served as Business Services Director for the City of Tucson since 2020. While in Arizona, Yates planned and programmed more than $134 million in American Rescue Plan Act (ARPA) funding, implemented a new enterprise resource planning platform, developed the City's $2 billion budget, and led a variety of divisions totaling more than 240 employees. No stranger to North Carolina, Yates previously held the Financial Services Administrator position for Union County overseeing the $412 million annual budget.

Throughout his 21-year career, Yates has held a variety of local government roles in six different states from Texas to Virginia. He holds a bachelor's degree in social science and education from Liberty University and earned master's degrees in public administration and communication, both from Regent University.
