Jodi serves as an Assistant City Manager for the City of Fayetteville. She joined the Fayetteville team in November 2021 as the Corporate Communications Director after serving 6 years as the Chief Communications and Marketing Officer for the University of North Carolina at Pembroke.
At the City, Phelps has been responsible for the development and implementation of a strategic marketing and communications plan, leading the team through key milestones. She has subsequently served as the City's Chief of Staff before assuming additional responsibility as an Assistant City Manager. Phelps has more than two decades of experience in marketing, communication and organizational leadership guiding organizations through crisis communications and issues management, aggressive marketing strategies, and rebranding and image revitalization.
During her career she has led efforts resulting in significant growth in enrollment and philanthropy; the successful navigation of complex public image challenges including Hurricanes Matthew and Florence; supported efforts at a local, regional and state level throughout the global COVID pandemic; and helped shape critical conversations around diversity, equity and justice.
Phelps is a graduate of Leadership North Carolina's Class 29 and completed the UNC School of Government's Municipal and County Administration course. She serves the community as a member of the Board of Directors for Distinctly Fayetteville and has volunteer experience with Junior League, Second Harvest, United Way, ALS Association, Fayetteville Urban Ministries, Freedom Christian Academy, Good Shepherd Catholic Church and serving the military community as a military spouse. Jodi is a member of the Public Relations Society of America and its North Carolina Chapter along with the Public Affairs and Government Section, Counselors to Higher Education, the American Marketing Association, CASE, the NC American Council on Education Women's Network, the North Carolina City and County Manager's Association and NC3C.
Jodi earned a bachelor of arts majoring in communication and history along with a minor in art history from Mercer University and a Master of Business Administration from Thomas University.
