
Sheila Thomas-Ambat is the Public Services Director for the City of Fayetteville, providing executive leadership and fiscal stewardship for a multi-division municipal services enterprise with an annual operating and capital budget of nearly $50 million and a workforce of more than 200 employees. She oversees transportation, streets and traffic operations, stormwater management, solid waste, engineering, and the engineering review of development projects.
With more than 26 years of experience in both the public and private sectors, Sheila has built an exemplary record of performance managing complex, multi-disciplinary initiatives and translating long-range vision into measurable outcomes. She is recognized for her expertise in enterprise program development, organizational design, process optimization, and strategic capital planning, advancing citywide priorities through cross-functional collaboration.
Sheila is a licensed Professional Engineer and holds a Master’s Degree in Environmental and Water Resources Engineering from Vanderbilt University. Prior to joining the City of Fayetteville in January 2018, she worked for the City of Raleigh, the North Carolina Department of Environmental Quality, and TRC Environmental Corporation. She is also a certified construction manager, certified stormwater manager, and certified floodplain manager.
