Engineering

The Engineering Division works to provide the City of Fayetteville with cost-effective solutions to infrastructure projects and systems. The Division is responsible for the scheduling, technical planning, design, bid processing, award recommendation, contract administration and supervision of City public works and construction projects. Staff engineers work to ensure that the City's interests are addressed on projects designed by other agencies, review private property site plans with respect to City engineering requirements, issue permits to assure compliance, and prepare other infrastructure improvement plans based on current and future needs. The Engineering Division develops and maintains regulatory manuals, design standards, and construction specifications, and maintains maps, records, and documents for public infrastructure.



Construction Management

Annexation

Annexation is a process by which the City brings a property into the city limits in order to provide critical services such as police and fire protection, water and sewer, recreation, solid waste collection, and street maintenance.

As the property is annexed and as PWC provides water and sewer services, the City of Fayetteville's Construction Management Team inspects the roadway to ensure that the City's Right-Of-Way is restored to City Roadway Standards. The Construction Management Team also coordinates several other annexation duties, to include:

  • Coordinate the cleaning and camera of the existing condition of storm drain pipes before construction.
  • Identify out of trench limit patching of pavement failure before construction if the City maintained road is impacted.
  • Inspect utility crossing of storm pipes to ensure no damage to pipes during construction.
  • Measure and estimate the cost of utility adjustments and asphalt overlay of streets once construction is complete.
  • Prepare contracts to have streets resurfaced under the City's yearly Pavement Preservation Program within two years after PWC's annexation project is complete

Permits

Construction Management inspects residential and commercial driveway, sidewalk and excavation permits received by the Engineering Division. According to the City ordinance (Sec. 24-101), permits are required for people to work within the City's Right-of-Way for driveway and sidewalk installation.

Degradation

Contractors must complete patchwork on City Streets according to city ordinance. Construction Management will inspect all work after completion. If repairs to street cuts are needed, they must be made as soon as possible. The Contractor will be charged a degradation fee based on the City’s current fee schedule once the repair is made.


Site Inspections

Commercial Sites and Subdivisions

  • Subdivision: Construction Management is responsible for the inspection of residential subdivision roadway construction. The Inspectors will evaluate subgrade, curb and gutter installation, asphalt, and sidewalk installation against the design drawings.
  • Closed-circuit Television Inspection (CCTV): Construction Management is responsible for the inspection of residential subdivision stormwater drainage infrastructure. Inspectors will inspect the inside of a pipe network using a camera system, referred to as CCTV (closed-circuit television) inspection. The inspection of stormwater infrastructure within the right-of-way is done prior to the City's acceptance of the roadway. 
  • Commercial Site Inspection: The Construction Management program inspects commercial sites for sidewalk and driveway installation within the City's Right-of-Way to ensure it is built to City code. Once the sidewalk is accepted, it is cataloged and included in the City’s sidewalk system for maintenance.

Plan Review

Construction Management works with other divisions such as Engineering and Stormwater to review plans for constructability throughout the design process. The team also adds special provisions and related technical specifications required for construction. Construction Management assists with coordination of private utility owners to identify any utility conflicts that may impact the project.


Contract Documents

The Construction Management Team provides estimates and quantities for Engineering and other City departments. The team also works with Purchasing to prepare documents for bids and provide construction timelines.


Resident Response

Construction Management works to respond to calls from residents regarding their concerns with City construction sites. Staff responds to resident concerns promptly.

Capital Improvement Projects

Capital Improvement Projects include roadway realignment, storm drainage improvements, sidewalk installation, bus pads, and speed humps. The Construction Management team plays an essential role in the City's Capital Improvement Projects. Activities include the following:

  • Approve submittals of manufacturers’ products and construction materials.
  • Ensure subcontractors provide proper insurance.
  • Inspect the installation of storm pipes, structures, curb and gutter, preparation of the roadbed, utility adjustments, and paving of the road.
  • Inspect work during construction to ensure project is being built to City ordinances, standards and specifications.
  • Verify quantities of materials to ensure payment is accurate.
  • Process pay applications with backup documents such as sales tax invoices, sales tax use forms, and required affidavits.
  • Assist Engineering with easement acquisition and encroachment agreements.

Operation and Maintenance Agreements

All sites which include a Stormwater Control Measure (SCM or BMP) are required to provide an Operation & Maintenance Agreement prior to Infrastructure Permit approval. To provide a complete Operation & Maintenance Agreement, the following items must be provided:

  • Declaration of Covenants
  • BMP Maintenance Plan
  • BMP Maintenance Schedule
  • BMP Location Map

Chapter 24 Amendment

Permit Applications

Permit applications for various permits accepted by the Engineering Division of Public Services. All Engineering related permits are PDF fillable, and can be downloaded and emailed to staff listed below. If you have any questions or problems downloading the files, please call 910-433-1656.

Truck Route Permit Application

A truck route application is required to be submitted if any construction traffic will utilize a City Street. Once the application is submitted, the route and condition are verified and a bond amount is generated. If required, a bond is required prior to Infrastructure Permit approval.


Excavation Permit

An Excavation permit is required if a cut will be made to a city street for the purpose of installing drainage or another utility. A degradation fee may apply, and Chapter 24 of the COF Ordinance may apply.

Erosion Control Permits

Erosion Control Permits are handled by NCDEQ. Please coordinate with NCDEQ and submit an approved permit prior to any land disturbance and prior to issuance of the Infrastructure Permit.


Commercial Driveway and Encroachment Permit

Please submit all Commercial Driveway Permit Applications through the IDT portal for Traffic Services to review. If you have any questions regarding the Commercial Driveway Permit Application, please contact the Traffic Services Division at 910-433-1660. If you anticipate closing and/or placing equipment in the City of Fayetteville Right of Way, please fill out the Encroachment Agreement below. Paper forms follow the IDT portal link. Please make sure that the appropriate permit for your specific project site is filled out and submitted.


NCDOT Encroachment Agreements

Two-Party Encroachment Agreements: Required when an encroachment in DOT’s Right-of-Way will occur (i.e. Drainage connection, etc.). This type of encroachment should be handled directly with DOT and a copy of the approved encroachment must be submitted prior to infrastructure permit approval.

Three-Party Encroachment Agreement: Required when a sidewalk is proposed to be installed in a DOT Right-of-Way. The three-party agreement allows DOT to approve the sidewalk location and will allow the City to maintain the sidewalk. The form must be submitted to the City and will be sent to DOT upon signature.


Residential Driveway and Sidewalk Permits

Submit Residential Sidewalk Permit applications to the Public Services Department for any driveway and or sidewalk not included in subdivision plans. Applications should also be submitted if a sidewalk is added or redone due to age, settlement, or cracking.

Private Driveway Permit: $100.00

Sidewalk Permit: $33.00


Infrastructure Permit- Commercial or Residential

Submit Infrastructure Permit Application through the IDT Portal to Public Services Department when submitting plans for review.

Residential Final Plat Requirements

Please note that in single-family residential subdivisions where the stormwater management facility initially functions as an erosion control measure, it will be necessary to provide a record drawing survey and certification letter at the completion of the drainage system minus the BMP. After the erosion control measure is converted to a stormwater management facility, it will be necessary to provide a record drawing survey and certification letter for the BMP only.

Spot Repair Program

The Spot Repair Program is designed to expedite the resolution of stormwater drainage complaints as related to flooding within right of way through a simplified design and construction process. As work orders are investigated and needs for improvements are established, any project with a cost below $200,000 will be assigned to this program. Before the inception of this program, small projects would be combined into a CIP and scheduled accordingly based on its priority ranking. This program allows for smaller projects to be constructed with City crews or through informal bids depending on the scope and resource availability without the competition involved in CIP. It will also increase the opportunities for smaller construction firms to bid on projects they can easily construct.  Funding for the Spot Repair Program is through the Stormwater Enterprise Fund.
