FAYETTEVILLE, N.C. - The Fayetteville City Council met Dec. 9 at 6:30 p.m. in the City Hall Council Chambers to discuss matters relevant to the city.
The meeting was called to order at 6:37 p.m., followed by the invocation by Minister Renee Elder of Covenant Love Church, and then the Pledge of Allegiance led by Mayor Mitch Colvin and City Council.
There were ten ANNOUNCEMENTS AND RECOGNITIONS made by Mayor Colvin and Council.
- A video presentation was shown about Light Up Navajo, an initiative of the Navajo Tribal Utility Authority, in coordination with the American Public Power Association.
- Council Member D.J. Haire presented a Certificate of Appreciation to Ms. Erica Baldwin for her significant contributions to the community.
- Council Member Mario Benavente acknowledged Mr. William Grace, Kornbow Community Watch President for his contributions to the community.
- Mayor Colvin presented a proclamation to Ms. Carolyn Justice-Hinson in honor of the Fayetteville Rotary Club 25th Annual Christmas Parade.
- Council Member Derrick Thompson announced the 25th Annual Rotary Club Christmas Parade is scheduled for Saturday, Dec. 14 10:00 a.m. – 2:00 p.m.
- Mayor Colvin presented the President’s Lifetime Achievement Award, Medals, and Flag that flew over the Federal Capitol Building to Drs. Antonio and Amichia Jones for their volunteerism in human services.
- Mayor Colvin presented The Key to the City to Mr. Mick Noland in recognition for his 31 years of devoted interest and untiring commitment to the citizens of Fayetteville.
- Council Member Malik Davis announced Fayetteville NEXT Advisory Commission will host their 2nd Annual Ugly Sweater Social at Segra Stadium, 460 Hay St., on Dec. 21 6:30 p.m. – 9:00 p.m.
- Mayor Pro Tem Kathy Jensen announced the Seventy-First High School Falcons made it to the NCHSAA Football Playoffs.
- Council Member Haire announced Kingdom Impact Global Ministries, 2503 Murchison Rd., is hosting their Annual Bread of Life food giveaway on Dec. 20 at 9:00 a.m.
During the CITY MANAGER’S REPORT, City Manager Doug Hewett invited residents and community members to attend the Fayetteville Pedestrian Plan to be held at FAST Transit Center, 505 Franklin St., Thursday, Dec. 12. Residents can drop in anytime between 11:30 a.m. and 1:00 p.m. or between 4:30 p.m. and 6:00 p.m.
Additionally, he invited residents to sign up for the City Manager newsletter that’s published weekly. Residents can sign up to receive it via the city’s website,FayettevilleNC.gov.
Council Member Haire moved to APPROVE THE AGENDA. Council Member Deno Hondros seconded the motion, and it was approved UNANIMOUSLY (10-0).
The City Council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the City Council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics. Six resident s spoke during this public forum. Residents expressed concerns regarding driving while black plan of action, Fayetteville Metropolitan Housing Authority mold issues, homelessness, hiring for the Office of Community Safety, Lawrence Artis, and White and Red Flag events.
The CONSENT AGENDA is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.
Council Member Benavente moved to approve the consent agenda with the exception of item 8.0A4(Adoption of Budget Ordinance Amendment to Transfer Office of Community Safety (OCS) Funding to the City Manager’s Office, Formally Establishing the Office of Community Safety). This was seconded by Council Member Hondros. It was approved UNANIMOUSLY (10-0).

The City Council held one PUBLIC HEARINGS during this meeting. This is a critical portion of the Regular Council meeting since for certain issues, the Fayetteville City Council may sit as a quasi-judicial body that has powers resembling those of a court of law or judge. The Council will hold hearings, investigate facts, weigh evidence and draw conclusions which serve as a basis for its decisions.
Residents wishing to provide testimony in response to a notice of public hearing or to participate in the public forum can obtain instructions to submit a statement by emailingcityclerk@ci.fay.nc.usor by calling 910-433-1312 for assistance. Individuals desiring to testify on a quasi-judicial public hearing must sign up with the City Clerk’s Office by 5:00 p.m. the day of the meeting. Instructions will be provided on how to appear before Council to provide testimony. All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts.
