Fayetteville City Council Work Session Recap – September 2, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Sept. 2, at 2 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the city.

6.01 City Council reached a consensus to accept a report on the redevelopment of the Blount & Gillespie Street site presented by HR&A Advisors. HR&A is contracted by the city to evaluate the site and conduct community engagement and feasibility analysis for a potential public-private partnership.

6.02 City Council reached a consensus to receive the presentation from Fayetteville State University (FSU) on the three-year Memorandum of Understanding for a catalyst site for developing property to provide student housing and economic development presented by FSU Chancellor Darrell Allison.

6.03 City Council reached a consensus to receive a presentation on the impact of the deployment of the ShotSpotter acoustic gunshot detection technology presented by the Wilson Center for Science and Justice at Duke Law and renew the contract with SoundThinking for one year. Those who voted in opposition were Council members Deno Hondros and Mario Benavente. This item will be moved to the Sept. 8 Regular Council Meeting.

6.04 City Council reached a consensus to receive a presentation presented by Economic and Community Development Director Chris Cauley with updated information on the changes to affordability period requirements under the Homebuying HERO Program and adjust the programs affordability periods.

6.05 City Council reached a consensus to approve the Bicycle Lane Ordinance clarifications and recommendations Code of Ordinance amendments and place the ordinance on a future consent agenda for adoption.

6.06 City Council reached a consensus to accept the No Parking down multi-use lanes presentation presented by Assistant Public Services Director Brian McGill.

6.07 City Council reached a consensus to accept an administrative report from Strategic and Performance Analytics Manager Chris Lowery, highlighting city council item requests and the progress of each item.

6.08 Mayor Mitch Colvin requested City Council members to review whether the downtown municipal service district (MSD) should be reduced by removing the Parkview Manor Community from the boundary of the district. There was a consensus to have staff review this item and bring back information.

6.09 Councilman Deno Hondros requested to reduce the speed limit to 25 mph from 35 mph on Ruritan Drive from Morganton Road to Wintergreen Drive and Campground Road from Wintergreen Drive to Skibo Road. The Council reached a consensus to approve the council request.

6.10 Councilmembers Mario Benavente and Malik Davis requested that staff research and prepare detailed recommendations, including pros and cons, on how the City can further its municipal priority of addressing juvenile crime through afterschool programs at Massey Hill Recreation Center to positively impact students at Howard Learning Academy. Consensus was reached to move this request forward.
