Update to Pedestrian Fatality

(Fayetteville, NC) – On November 1, 2025, at approximately 6:12 a.m., officers responded to a vehicle crash on the All-American Freeway near the Cliffdale Road on ramp that resulted in a pedestrian fatality.

The pedestrian has been identified as Raiheam Lee Owens (Black male, 38 years of age) of Fayetteville, N.C. His next of kin has been notified.

The initial investigation revealed Owens was driving a vehicle on the All-American Freeway when it ran out of fuel. He then began walking North and was struck in the inside travel lane. Owens was wearing dark clothing and facing away from oncoming traffic. He was struck by a white Volkswagen Passat operated by Victoria Lynn Henley (White female, 26-years of age) of Fayetteville, N.C.

Update to Pedestrian Fatality - Road Open

(Fayetteville, NC) – All outbound lanes on All American Freeway from Raeford Road through the Cliffdale Road Exit are now open.

Additional information will be released as it becomes available.

 

Pedestrian Fatality - Road Closure

(Fayetteville, NC) – Outbound lanes on All American Freeway from Raeford Road through the Cliffdale Road Exit are closed due to Officers with the Fayetteville Police Department’s Traffic Unit actively investigating a vehicle crash that resulted in a pedestrian fatality.

On November 1, 2025, at approximately 6:12 a.m., officers responded to a vehicle crash near the All American Freeway near the Cliffdale Road on ramp that resulted in a pedestrian fatality. The identity of the deceased is being withheld until next of kin is located and notified.

Motorists avoid the area and utilize an alternate route. Additional information will be release as it becomes available.
