Drainage Assistance Program

The Drainage Assistance Program (DAP) was developed to assist homeowners with drainage concerns on their private property that extends beyond the public streets. According to the City Ordinance, the City is only responsible for constructing, maintaining, and repairing components of the stormwater drainage system located within city-owned streets rights-of-way.

The Drainage Assistance Program provides single-family residential property owners with assistance in repairing stormwater issues located outside of City maintained rights-of-way. Assistance with such issues is subject to the annual funding made available by City Council.

Requirements for Eligibility

  • Single Family Residential Property
  • Repair of existing drainage pipes and structures
  • Must convey water from a city street
  • Property owner allows the city to do work on the drainage project, and provide access necessary via temporary or existing easements without compensation.
  • Property owner acknowledges that the city will not take ownership of any drainage infrastructure installed on their property and any work will be on a "one-time" effort by the city.

Reasons for Non-Eligibility

  • Groundwater
  • Private ditch maintenance- Creek cleaning/maintenance
  • Landscaping/grading/aesthetic maintenance
  • Right-of-way issues- Will be addressed by other departments within the City.
  • Drainage issues on Private Streets
  • Issues resulting from overland flow/civil-neighbor issues
  • Nuisance flooding
  • Minor erosion and sedimentation

DAP Application Process

There are several steps to complete a project through the Drainage Assistance Program (DAP).


Give Us A Call

Homeowners with drainage concerns on their property are asked complete the Drainage Assistance Program Application. Completed applications may be sent via mail to Drainage Assistance Program, 433 Hay Street, Fayetteville, NC 28301. Submit Application

  • Application is submitted to DAP Program
  • Once the application is submitted, DAP engineers will conduct a site investigation normally within three business days to determine eligibility. Staff will contact the applicant if necessary. 

Project Prioritization

If you qualify for the program, we'll assess the severity of your project. Then, it will be scored and ranked among other drainage projects. City Council budgeted $400,000 in Fiscal Year 2022 for the Drainage Assistance Program.


Approval

  • Projects are presented to the SWAB on a quarterly basis for approval
  • SWAB can approve, deny or hold projects based on available budget.
  • Once projects are approved, projects move to the design, permitting and construction phase.

Design, Permitting & Construction

  • Design and permitting can take six to nine months (or longer if there are challenging project needs). Then, we start construction! Construction typically takes one to two months.
  • Staff will meet with property owners to review the preliminary design plans before moving forward with construction drawings
  • All involved property owners must sign a Drainage Assistance Program Agreement prior to construction.
