911 Consolidation Taskforce advances plans for Interlocal Agreement

FAYETTEVILLE, N.C. — Representatives from the Fayetteville City Council and Cumberland County Board of Commissioners convened today for a 911 Consolidation Taskforce to discuss the interlocal agreement (ILA) that would establish a new joint public safety answering point (PSAP) and a Joint Oversight Agency.
Members from the City Council include Mayor Mitch Colvin, Mayor Pro Tem Derrick Thompson and Council Member Deno Hondros supported by City Manager Doug Hewett and City Attorney Lachelle Pulliam. The County was represented by Chairman Kirk deViere, Vice Chair Veronica Jones and Commissioner Henry Tyson supported by County Manager Clarence Grier and County Attorney Rick Moorefield.
Representatives from both governing bodies discussed the length of the founding ILA, the composition of the new agency's governing board, determinations on real property ownership and next steps for selecting an independent third-party integrator.
Key recommendations the Taskforce will take back to respective governing bodies around the structure of the interlocal agreement include the following:
The Taskforce voted unanimously to set the initial term of the ILA between the City and County at five years.
Members also reached consensus that each government will retain ownership of its own real property under the joint arrangement.
After extended discussion of board composition, the Taskforce voted to establish a nine-member governing board for the joint agency, including two non-voting city and county managers, a representative from Fort Bragg, and 3 representatives each from the County and City, respectively, that include the Mayor or Chairman (or designee).

The City and County Managers provided the Taskforce with options for identifying possible integrators to help guide the transition. Staff will bring background information on each firm's experience to a future meeting so the Taskforce can consider issuing a national request for proposals.
The Joint 911 Taskforce will meet again Tuesday, Aug. 11, at 3:30 p.m., when it plans to review research on successful joint 911 operations elsewhere, additional background on potential integrators and further details on the proposed consolidation pathway.
