City taps construction contractor for Fire Station no. 4

Firm to enter negotiations with City of Fayetteville

FAYETTEVILLE, N.C. – Fayetteville City Council voted Monday to negotiate a contract with Samet Corporation as the construction manager for Fire Station No. 4. Selecting a construction manager reflects the City’s strong efforts to complete the station, which broke ground in 2022. The move follows last month’s hiring of industry-leading project manager Cumming Group to oversee site preparation and rebuild through completion and occupancy of the new station. The agreement with Samet Corporation will include $400,000 for preconstruction costs.

Greensboro-based Samet Corporation will enter negotiations after a careful selection process including a qualifications review, interview process, Cumming Group’s recommendation, and reference checks alongside two other highly recommended firms. Samet’s track record includes the successful delivery of two fire stations in Greensboro concurrently and a fire station in the Town of Holly Springs - on time, within budget, and on schedule. Samet would be brought on utilizing the construction manager at risk (CMAR) model, which requires the company to deliver a project within a set schedule for a guaranteed maximum price (GMP). The construction company would generally be responsible for costs above the GMP, ensuring a predictable cost for the City of Fayetteville.

Site preparation activities are slated to begin this fall with Cumming Group overseeing Phase I site preparation, including razing the partially completed structure and returning the site to a clear, buildable state. Earlier this year, the Council voted to accept an independent engineering report by Applied Building Sciences (ABS) recommending demolition of the superstructure and foundation to allow reconstruction.

Construction on the new Fire Station No. 4 halted in 2024 after the City cited inadequate work by its previous contractor. The new station is located on Bragg Boulevard to improve emergency response times for approximately 5,000 homes in the area.
