Fayetteville City Council Recap – March 13, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met March 13 at 6:30 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the City.  

The meeting was CALLED TO ORDER at 6:45 p.m. followed by the invocation offered by Imam Abdul Haneef with Masjid Omar Ibn Sayyid and the Pledge of Allegiance lead by Mayor Mitch Colvin and City Council members. 


There were six ANNOUNCEMENTS AND RECOGNITIONS made by Mayor Colvin and Council. 

  • Mayor Colvin presented a proclamation to Mr. Phil Harris, Executive Director in recognition of American Red Cross Month. 
  • Council member Courtney Banks-McLaughlin presented a proclamation to Mrs. Dawn Dula, FAST Operations Manager, and Transit Drivers in recognition of Transit Driver Appreciation Day. 
  • Mayor Pro Tem Kathy Jensen presented a proclamation in honor of Women’s History Month. 
  • Council member Derrick Thompson announced PWC will host its Annual Power and Water Conservation Expo on Friday, March 28, 2025 at Skyview on Hay, 121 Hay Street, 10:00 A.M. – 8:00 P.M. 
  • Mayor Pro Tem Jensen thanked everyone who attended the National League of Cites Conference in Washington, D.C. 
  • Council member Deno Hondros announced opening day for the Fayetteville Woodpeckers is April 4, 2025. 

Council member Malik Davis moved to APPROVE THE AGENDA and the motion was seconded by Council member Courtney Banks-McLaughlin. It was approved UNANIMOUSLY (10-0). 


The City Council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the City Council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics. Nine residents spoke during this public forum starting with one resident expressing gratitude to the City Council for the work they’re doing. Others expressed concerns regarding pedestrian safety on Owen Drive, Spring Lake Parks and Recreation, speeding in neighborhoods and expired plates on vehicles, the Cool Spring Downtown District, and Sentinel Event Review and independent oversight. One resident recommended to the City Council to create a Faith Commission as a Fayetteville Board and Commission. 


The CONSENT AGENDA is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.  

Council member Mario Benavente moved to approve the consent agenda. This was seconded by Council member D.J. Haire. It was approved UNANIMOUSLY (10-0). The City Council acted on eight consent agenda items.

There were two reports from BOARDS AND COMMISSIONS presented to Council during this meeting. 

9.01 The Fayetteville Redevelopment Commission presented its Annual Report.

  • This item was presented by Quontica Conley, Chair of the Fayetteville Redevelopment Commission. Council member Haire moved to receive the annual report. Council member Davis seconded the motion, and it passed UNANIMOUSLY (10-0). You can learn more about this item here

9.02 Fayetteville PWC’s Annual Report was presented by Mr. Christopher Davis, Chair of the Fayetteville Public Works Commission.

  • Council member Thompson moved to accept the annual report and seconded by Council member Lynne Greene. The motion passed UNANIMOUSLY (10-0). You can learn more about this item here

There were two OTHER ITEM OF BUSINESS on the agenda.  

10.01 Authorize PSAP (911 Center) Architectural Agreement

  • Council member Greene moved to table this item to the March 24, Regular City Council Meeting. It was seconded by Council member Haire. The motion passed (9-1). Council member Hondros voted in opposition. You can learn more about this item here

10.02 Appointment Committee Recommendations for Boards and Commissions Appointments

  • Council member Haire moved to accept the Appointment Committee’s Recommendations for Boards and Commissions Appointments. Council member Davis seconded the motion, and it passed UNANIMOUSLY (10-0). You can learn more about this here

ADMINISTRATIVE REPORTS on a Regular Meeting agenda are for City Council review and information only. Should it be the consensus of the collective City Council, Administrative Reports will be moved forward to be placed on the next Work Session agenda for further review and discussion.
