FAYETTEVILLE, N.C. - The Fayetteville City Council met Oct. 27 in the city hall for their City Council regular meeting to discuss matters relevant to the city. 


ANNOUNCEMENTS & RECOGNITIONS 

Senior Assistant to the City Manager Brook Redding introduced the newly appointed Junior Mayor, Rylen Mack. She is also the Chair of the Fayetteville-Cumberland Youth Council.  

Councilman Mario Benavente announced on Saturday, Nov.1 the Veterans Council of Cumberland County will hold their annual Veterans Day Parade in Downtown Fayetteville. 


CITY MANAGER REPORT 

During the City Manager’s Report, Assistant City Manager Kelly Strickland recognized members of staff that received the Pinnacle Award and Member’s Choice Award in the City/County Medium Population Group from the National Association of Government Web Professionals for the city’s website. 

The meeting agenda was then approved unanimously (10-0). 


CONSENT AGENDA 

Council voted unanimously (10-0) to approve the consent agenda.  

7.01 Council approved of meeting minutes: 

  • October 6, 2025 – Work Session 
  • October 13, 2025 – Discussion of Agenda Items 
  • October 13, 2025 – Regular 

7.02 Council adopted the 2026 city council meeting dates calendar that identifies council budget work sessions and conferences for elected officials. 

7.03 Council approved an award and authorized the City Manager to execute a contract with Berry, Dunn, McNeil & Parker, LLC for consulting services to assess, align and improve the City's multi-agency site plan review and development permitting processes. 

7.04 Council approved a request to rezone 2.55 acres Cumberland County M(P) to City of Fayetteville LI (Light Industrial) to align the site with the established industrial pattern near Fayetteville Regional Airport. 

7.05 Council approved two demolition ordinances for two commercial buildings identified as blighted:  

  • 1912 Murchison Road  
  • 2005 Murchison Road  

7.06 Council approved a request to approve the award and authorize execution of a contract in the amount of $6,154,032 for the Ivy and Lyon Road Drainage Improvement Project and adopt Capital Project Ordinance Amendment (CPOA) 2024-13 to appropriate an additional $3,791,397 from the Public Works Commission (PWC) for utility improvements associated with the project. 

7.07 Council authorized staff to accept the grant from Keep America Beautiful and adopted Budget Ordinance Amendment 2026-3 to appropriate the $5,000 in funding. 

7.08 Council authorized the signature of the 2025-2028 Interlocal Agreement for Joint Use of Facilities with Cumberland County Schools. 

7.09 Council approved the purchase award for the Powdered Activated Carbon Slurry to Brenntag Mid-South, Inc, for the total amount of $108,900.00, and authorized the CEO/General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase. 


PUBLIC HEARINGS  

8.01 Council voted to table the public hearing and request to rezone 2211 Rosehill Road consisting of 21.27 acres and owned by Cross Creek Refuse LLC, from Single Family Residential 6 (SF-6) to Mixed Residential 5 (MR-5) until Jan. 26, 2026 with a 7-3 vote. Those in opposition were Mayor Pro Tem Kathy Jensen, Council members Benavente and Courtney Banks-McLaughlin.  

Council then voted to instruct staff to inform the applicant they will not receive another continuance after Jan. 26 with an 8-2 vote. Those in opposition were Council members Lynne Greene and Deno Hondros.  

8.02 Council adopted the annexation ordinance for AX25-02, annexing approximately 2.55 acres located at 3456 Black & Decker Road (PIN 0425-75-4360) into the corporate limits, effective October 27, 2025. 


STAFF REPORTS 

9.01 Council voted unanimously to accept the Fayetteville Fire Department third quarter report presented by Fire Chief Kevin Dove. 

9.02 Council voted unanimously to accept the Fayetteville Police Department third quarter report presented by Police Chief Roberto Bryan, Jr.
