FAYETTEVILLE, N.C. - The Fayetteville City Council met Sept. 22 in the city hall for their City Council regular meeting to discuss matters relevant to the city.
ANNOUNCEMENTS & RECOGNITIONS
Mrs. Andrea Tebbe presented City Council with a small gift, thanking them for their attendance of the Sandhill Purple Heart Dinner last month, on behalf of the Purple Heart Foundation of North Carolina.
Mayor Mitch Colvin presented a proclamation to Ms. Pilar Salvat and Ms. Karla Icaza in honor of Hispanic and Latino Heritage Month. Council Member D.J. Haire asked for prayers for City Manager Hewett’s family for the loss their mother.
Council Member Mario Benavente reminded the community that the International Folk Festival is taking place this weekend. CITY
MANAGER REPORT
During the city manager’s report, Assistant City Manager Jeff Yates invited residents to the Beth Finch Monument unveiling ceremony taking place on Wednesday, Sept. 24 at 10:00 a.m. across the pedestrian bridge from Lafayette Park where the Marquis de Lafayette statue is placed. Mr. Yates also shared that the next Fayetteville OutFront meeting will be held on Thursday, Sept. 25 at 6:30 p.m. at Fayetteville Technical Community College. This month the topic is the benefits of working for the City and employment opportunities. Lastly, he reminded the community that this coming up Friday is Fourth Friday Downtown.
The meeting agenda was then approved unanimously. The consent agenda was approved unanimously with the exception of the address 781 Richardson Ave from Item 7.0A4.

7.0A1 Council approved the meeting minutes from:

7.0A2 Council approved a special use permit request to reduce the separation requirement for an Automotive Wrecker Service in a CC Zoning District at 3003, 3005 and 3009 Murchison Road.
7.0A3 Council approved the request to rezone an entire parcel to Mixed Residential 5 (MR-5) to allow for a broader range of residential housing types on Silver Pine Drive. The property is currently zoned Single Family Residential 10 (SF-10).
7.0A4 Council approved demolition ordinances for residential property 820 Zadock Drive which was deemed dangerous.
7.0A5 Council approved to reduce the speed limit from 35 mph to 25 mph on Ruritan Drive/Campground Church Road, between Skibo Road and Morganton Road.
7.0A6 Council adopted the amendments to ordinance Chapter 16 (Motor Vehicles and Traffic) of the City Code of Ordinances to clarify and define a bicycle lane.
7.0A7 Council accepted the Federal Transit Administration Grant NC-2025-046-00 and adopted Capital Project Ordinance 2026-31.
7.0A8 Council accepted the 2025-2026 Housing and Urban Development (HUD) Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grants and Housing Opportunities for People with AIDS Entitlement Funds and Special Revenue Fund Project Ordinance Amendment 2026-4.
7.0A9 Council accepted the Federal Transit Administration Grant NC-2025-049 and adopted Capital Project Ordinance 2026-32 to appropriate the grant funds and corresponding match of $90,626.
7.0A10 Council accepted the NCDOT Division of Aviation Grant and adopted the Capital Project Ordinance (CPO) 2026-33 and Capital Project Ordinance Amendment (CPOA) 2022-14 to appropriate a total of $2,137,074 for infrastructure improvements and equipment purchases.
7.0A11 Council accepted and appropriate the Juvenile Restitution Program Grant Award of $92,273 for personnel and operating costs of the Fayetteville-Cumberland Juvenile Restitution Program from North Carolina Department of Public Safety through the Juvenile Justice and Delinquency Prevention program.
7.0A12 Council adopted the Local Governmental Resolution for the Governors Highway Safety Program Grant Award in the amount of $26,500.
7.0A13 Council approved the Resolution of Bond Order authorizing and approving the Sale and Issuance under the Provisions of the State and Local Government Revenue Bond Act, as amended, of not to exceed $230,000,000 aggregate principal amount of the city of Fayetteville, North Carolina, Public Works Commission Revenue Bonds, Series 2025 to provide funds for the financing and refinancing of various electric, water, and sanitary sewer capital improvements and directing the authentication and delivery of the Series 2025 Bonds.
7.0A14 Council approved the Fayetteville Public Works Commission’s recommendation to move forward with a sole-source purchase of one 24-inch Cla-Val pump control valve. The valve, manufactured by Cla-Val and distributed by Charles R. Underwood, will cost $136,253.00. Council also authorized the PWC CEO and General Manager to execute the contract for this purchase.
7.0A15 Council approved the Fayetteville Public Works Commission’s recommendation to award the contract for the Interior Structure and Fill Media Replacement project to Cryco, Inc. of Greensboro, NC. Cryco, Inc. was the lowest responsive and responsible bidder, with a total contract amount of $724,093.00. Council also authorized the PWC CEO and General Manager to execute the contract.
7.0A16 Council approved the Fayetteville Public Works Commission’s recommendation to award the purchase of BABA galvanized steel transmission poles to Wesco Distribution of Clayton, NC. Wesco was the lowest responsive and responsible bidder, with a total contract amount of $2,846,722.50. Council also authorized the PWC CEO and General Manager to execute the contract.
7.0A17 Council approved the Fayetteville Public Works Commission’s recommendation to award the construction contract for the Grays Creek Water Main to T.A. Loving Company of Goldsboro, NC. T.A. Loving was the lowest responsive and responsible bidder, with a total contract amount of $7,500,304.55. Council also authorized the PWC CEO and General Manager to execute the contract.
7.0A18 City Council approved the Fayetteville Public Works Commission’s recommendation to award the purchase of Omni Water Meter Chambers (sizes 1.5”–8”) to Ferguson Waterworks, LLC of Greenville, NC. Ferguson was the lowest responsive and responsible bidder, with a total contract amount of $507,134.09. Council also authorized the PWC CEO and General Manager to execute the contract.
PUBLIC HEARINGS
8.01 The first public hearing Council heard was to permanently close Lowe Street. Council adopted the Resolution and Order by the City Council of the city of Fayetteville, North Carolina Closing Lowe Street to allow for the further development of the parcels owned by Ms. Helen R. Sykes. The item passed unanimously.
8.02 The second hearing council heard was the consideration of renaming of five streets affected by the I-295 Highway Project. Council approved the renaming of the following streets: SN-0510 – Century Circle realigned to Midship Road SN-0511 – Bisected Strickland Bridge Road renamed to Crestwick Road SN-0512 – Portion of Barefoot Road renamed to Chadstone Road SN-0513 – Portion of Strickland Bridge Road renamed to Brinkman Road SN-0514 – Portion of Eunice Drive renamed to Bellhop Drive The item passed unanimously. Council Member Derrick Thompson then moved to have staff contact NCDOT to request a stipend to residents to address the incurred costs of the road name changes. The motion passed with Council Members Lynne Greene and Deno Hondros voting in opposition.
8.03 Council then heard the request an initial zoning from Planned Neighborhood Development (PND, County) to Conditional Community Commercial (CC/CZ, City) for one contiguous parcel totaling approximately 40.54 acres at 430 Carvers Falls Road. Council approved the proposed conditional rezoning to Community Commercial (CC/CZ), subject to the applicant's agreed-upon conditions, based on the following findings: The request is consistent with applicable City-adopted plans, including the Future Land Use Plan and Strategic Plan goals to focus reinvestment on serviced sites and to encourage context-appropriate nonresidential uses. The proffered conditions (e.g., setbacks, buffering/screening, lighting limits, and facility operations/maintenance) adequately mitigate potential impacts and ensure compatibility with adjacent uses. * Adequate public infrastructure and safe site access exist or can be provided, and remaining site-specific issues (traffic, stormwater, environmental protection) will be addressed through the City's development review and permitting processes. The rezoning passed with Councilman Mario Benavente voting in opposition.
8.04 Lastly, Council heard a request from FCEDC President & CEO Robert Van Geons to consider providing a $327,487 incentive grant from the City, to be paid in annual installments over five years for Project Superman. This project would create 42 jobs in Fayetteville. The average wage for these jobs will exceed $66,700, which is well above the Cumberland County average. Capital investment for this project is expected to be $22 million. Council approved the 5-year grant in keeping with the City's adopted incentive policy. The item passed unanimously.
OTHER ITEMS OF BUSINESS
9.01 Council authorized the city manager to execute an AIA agreement with Hord Coplan Macht, Inc. d/b/a SCHRADERGROUP Studio for the design and construction administration of a 911 center. The agreement includes a fixed fee of $1,495,000 for architectural services and an allowance not to exceed $275,000 for civil engineering and landscape architecture services related to site development. The item passed unanimously
9.02 Council denied a Utility Assessment Appeal due to the applicant not being present for the meeting. The item passed with Mayor Mitch Colvin and Councilman Benavente voting in opposition.
