FAYETTEVILLE, N.C. - The Fayetteville City Council met Sept. 8 in the city hall for their City Council regular meeting to discuss matters relevant to the city.

ANNOUNCEMENTS & RECOGNITIONS

Airport Director Andrew LaGala provided an overview of the Aviation Career Education (ACE) Academy, hosted by the Fayetteville Regional Airport in Aug. Participants Elaina Fillmore, Derek Zieg and Adriel Torres gave brief statements on their experiences while participating in the summer academy.

Mayor Mitch Colvin recognized District Court Judge Cheri Siler-Mack, who was present at the meeting along with Grace and Jayla, two Fayetteville State University Criminal Law students attending to observe the City Council meeting.

Mayor Mitch Colvin presented a proclamation to Fire Chief Kevin Dove and Police Chief Roberto Bryan, Jr. in remembrance of Sept. 11, 2001.

Councilman Malik Davis thanked the Deep Creek Road Community watch who held a community watch clean up on Saturday, Sept. 6.

Councilwoman Courtney Banks-McLaughlin shared that the Economic and Community Development Department is gathering feedback from small local business owners through an assessment survey, available on the City’s website. Business owners are encouraged to complete the survey by Oct. 3.

Councilman Mario Benavente announced that the 3rd Annual Bill Crisp Fashion Show will take place on Friday, Sept. 12 from 4:00 p.m. to 6:00 p.m. at the Bill Crisp Senior Center, located at 7560 Raeford Road.

Councilman Benavente also announced that Fayetteville State University is hosting a Mayor’s Debate on Sunday, September 14, 2:00 p.m. at J.W. C. Seabrook Auditorium, 1200 Murchison Road. This event will be hosted by the Cumberland County Democrats and Republicans.

CITY MANAGER REPORT

City Manager Doug Hewett announced the second “Doug in the District” event is scheduled for Tuesday, Sept. 16, from 5:30 to 7:30 p.m. at Harvest Family Church, located at 6575 Fisher Road. The unveiling ceremony for the monument honoring the late Mayor John William “Bill” Hurley will take place on Wednesday, Sept. 10, at 10:00 a.m. at Segra Stadium, 460 Hay Street. Finally, the next Fayetteville Outfront discussing hiring and working for the City is scheduled for Thursday, Sept. 25, at 6:30 p.m., the location is to be announced.

The meeting agenda was then approved unanimously.

Public Forum

The city council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the city council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics.

Council voted (9-1) to extend the public forum to allow all speakers to have an opportunity to speak. Councilman Derrick Thompson voted in opposition.

Sixteen speakers expressed concerns regarding Amplified Noise Ordinance, job creation for justice-involved and recovery-focused workers, noise ordinance violations downtown, real estate in the city, building statistics in the city, public safety and opposition of ShotSpotter, transparency and density.

Council voted unanimously (10-0) to approve the consent agenda except for items 8.0A2, 8.0A4 and 8.0A5. These items were pulled of the consent agenda for a separate vote.

CONSENT AGENDA

8.0A1 Council approved the meeting minutes from:

  • Aug. 20, 2025 – Agenda Briefing
  • Aug. 25, 2025 – Discussion of Agenda Items

8.0A3 Council accepted and appropriated North Carolina Association of Chiefs of Police Performance and Wellness Grant Award and Approve the Fund 26 Special Revenue Fund Project Ordinance 2026-7.

8.0A6 Council approved a sole source recommendation to purchase, configure, install and implement ten (10) M420D PCS/PCS Omni device kits and ten (10) M400D Single SPM-900 extensions, manufactured by Xylem Sensus, in the amount of $265,000.

8.0A7 Council approved the bid recommendation purchase award for three (3) Continuous Rated 67 KV Delta to 13.09 Y/7.56 KV with LTC Rated 24/35.8/44.8 MVA Power Transformers at ONAN, ONAF, ONAF to Virginia Transformer Corporation, Roanoke, VA, as the lowest responsive and responsible bidder. The total award amount is $6,650,484.00. Council further authorized the CEO/General Manager of the Fayetteville Public Works Commission to execute the contract for this purchase.

ITEMS PULLED FROM CONSENT

8.0A2 Council approved a request for conditional rezoning of approximately 19.02 acres located at 0 Morganton Road from Mixed Residential 5 (MR-5) and Neighborhood Commercial (NC) to Community Commercial Conditional Zoning (CC/CZ), Neighborhood Commercial (NC) and Agricultural Residential (AR). The rezoning facilitates a mixed-use development incorporating commercial, office, warehouse/distribution and storage uses, while allowing low-intensity residential/agricultural uses in environmentally sensitive areas. Councilman Deno Hondros was recused from this vote.

8.0A3 Council authorized the City Manager to execute a one-year renewal of the SoundThinking ShotSpotter contract in the amount of $220,500. Those in opposition were Councilmen Benavente and Hondros. Council also accepted data-based recommendations to better understand the efficacy. Councilman Malik Davis voted in opposition.

8.0A5 Council approved the selection of Barr & Barr/HORUS Construction as the Construction Manager at Risk (CMAR) for Fire Station No. 16. The approval authorizes the City Manager to negotiate and enter into a contract for pre-construction activities with Barr & Barr/HORUS Construction, not to exceed $400,000.

OTHER ITEMS OF BUSINESS

9.01 Council approved the recommendations of the Appointment Committee for 54 appointments to 22 Boards and Commissions.

ADMINISTRATIVE REPORTS

10.01 Council voted to move the administrative report on Special Event Security at Festival Park to the Oct. 6 work session.

10.02 Receive an Administrative Report on the Day Resource Center for the Fourth Quarter of Fiscal Year 2025.
