Fayetteville City Council Regular Meeting Recap – December 8, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Dec. 8, at 6:30 p.m. in the City Hall Council Chambers for their regular council meeting to discuss matters relevant for the City and its residents.

ANNOUNCEMENTS & RECOGNITIONS

Ms. Ashanti Bennett, President and CEO, Cool Spring Downtown District announced the details of the 5th New Year’s Eve Spectacular.

Council member Shaun McMillan announced the Long March for Unity and Justice on Dec. 13 at 12:30 p.m., at the Holy Trinity Episcopal Church, 1601 Raeford Road.

Council member McMillan announced the next Youth Night Out is scheduled for Dec. 22 at 5 – 8:30 p.m., at the Community Outreach Center, 651 Country Club Drive.

Council member D.J. Haire announced the Annual Kwanzaa Celebration on Dec. 27 at 1:00 p.m. – 4:00 p.m. at Smith Recreation Center, 1520 Slater Avenue.

Council Member Davis announced Fayetteville NEXT Advisory Commission will host their Annual Ugly Sweater Social at Segra Stadium, 460 Hay St., on December 16, 2025, 6:00 p.m. – 9:00 p.m.

Mayor Mitch Colvin wished everyone Happy Holiday and a safe New Year.

CITY MANAGER REPORT

City Manager Douglas Hewett announced the City’s Economic and Community Development Department has released its annual Notice of Funding Availability for federal Community Development Block Grant and Emergency Solutions Grants programs. Applications are open through Jan. 16, 2026 at 5 p.m.

Dr. Hewett then invited everyone to Christmas in the Park, a free light show from 6 to 9 p.m. each day at Arnette Park, located at 2165 Wilmington Highway, except for Fridays and Saturdays. He also announced Doug in the District that will take place at the Arts Council in Downtown on Tuesday, Dec. 9 at 6:30 p.m., along with the Fayetteville Outfront event that’s scheduled for Dec. 16 at 6:30 p.m.in the FAST Center. The Outfront event will focus on educating residents on Boards and Commissions and recognizing members.

Dr. Hewett reminded everyone that the Market House Roundabout will be closed on Wednesday, Dec. 10 to reinstall the clocks on the tower and that City government offices will be closed Thursday, Dec. 25, Friday, Dec. 26 and Thursday, January 1.

PUBLIC FORUM

The city council held a public forum during this meeting. This is a critical portion of the Regular Council meeting as the city council seeks to have a collaborative resident and business engagement base. This opportunity allows residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics. Eight speakers were in attendance during the meeting expressing concerns regarding the Office of Community Safety and transparency, protecting Fayetteville residents from federal overreach, residents’ civil rights, prioritizing people over punishment, City projects and the demolition of 206 Campbell Ave.

CONSENT AGENDA

Council unanimously (10-0) voted to approve the consent agenda with the exception of Item 8.0A3, Approve City Council Policies Review Committee Recommendation.

8.0A1 Council approved the following meeting minutes:

  • November 13, 2025 - Special
  • November 24, 2025 - Discussion of Agenda Items
  • November 24, 2025 - Regular
  • December 1, 2025 – Inauguration

8.0A2 Council accepted the Certification of Results from the Cumberland County Board of Elections as presented.

8.0A4 Council approved a request to rezone 1.58 acres on Hillsboro Street from Mixed Residential 5 (MR-5) to Mixed Residential Conditional Zoning (MR-5/CZ).

8.0A5 Council approved a request to rezone 13.2 acres, a portion of 730 Filter Plant Drive, from Limited Commercial (LC) to Light Industrial Conditional Zoning (LI/CZ).

8.0A6 Council approved a request to rezone 1.4 acres at the intersection of Gardner Street and Hulon Street, from Single Family Residential 6 (SF-6) to Mixed Residential 5 (MR-5).

8.0A7 Council authorized execution of an engineering service contract for professional services in the amount of $662,356 for construction administration for the Ivy & Lyon Road Storm Drainage and Utility Improvements Project to the consulting firm Timmons Group, Inc.

8.0A8 Council adopted a resolution supporting the Building Reuse Grant that funds the renovation of vacant or underutilized buildings that will result in new job creation and authorized the City Manager to execute the grant application required for the substantial rehabilitation of a commercial facility located at 200 Green Street.

8.0A9 Council authorized the City Manager to amend the lease with the Fayetteville Area Convention & Visitors Bureau.

8.0A10 Council adopted the following four parcels on Blue Street and Murchison Road Surplus Property and authorized the upset bid process and sale of the property:

  • Parcel 0437-29-8078 consists of 0.10 acres.
  • Parcel 0437-38-5829 consists of 0.10 acres.
  • Parcel 0437-38-5836 consists of 0.10 acres.
  • Parcel 0437-39-3071 consists of 0.15 acres.

ITEMS PULLED FROM CONSENT

8.0A3 Council unanimously voted (10-0) to approve Council Policy 155.1 with the recommended amendment from the Council Policies Review Committee. Council also unanimously voted (10-0) to send Council Policy 155.6 to the Jan. 5, 2026 council work session.

REPORTS FROM BOARDS AND COMMISSIONS

9.01 Council unanimously voted (10-0) to accept the Fayetteville Redevelopment Commission Annual Report.

OTHER ITEMS OF BUSINESS

10.01 Council unanimously voted (10-0) to authorize the City Manager to sign an Option to Purchase Agreement with JBS Developers and the FMHA for the purchase of 6.32+/- acres of the City’s Catalyst 1 site for the construction of an attainable housing community.

10.02 Council unanimously voted (10-0) to accept the recommendations for the City’s boards and commissions appointments presented by the appointment committee.
