Fayetteville City Council Work Session Recap – November 10, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Nov. 10, at 4 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the City. This work session for Council included six requests from the Mayor and City Council members.
6.01 Council members Malik Davis, Lynne Greene and Deno Hondros requested the State Auditor's Office to audit the City’s Capital Improvement Projects, specifically the Rosehill Road Sidewalk project, Mable C. Smith Center, the Tennis Center, the Hay Street Parking Deck/PCH Project and Fire Station 4. The Council reached a consensus to approve the council request and move forward with assistance from city staff.
6.02 Council member Mario Benavente requested that the Fayetteville Police Department’s Quarterly reports be posted and publicly available at the same time as other city departments are required to do so ahead of regular meetings. There was no consensus met to move this forward.
6.03 Council member Benavente also submitted a request to direct staff to research tenants’ rights ordinances, similar to those in Charlotte and Durham, to support additions to the local housing ordinances. Council reached a consensus, with Council member Hondros opposed.
6.04 Council member Benavente requested that Council reform the Discussion of Agenda Items Meeting (dinner meetings) by requiring an agenda. There was no consensus met to move this forward.
6.05 Mayor Mitch Colvin requested that City Council direct staff to create an easier process to approve the disclosure of City Council members’ annual conflict of interest forms, reflecting the State’s form. Council reached a consensus, with Council member Benavente in opposition.
6.06 Council members Benavente and Davis requested that City Council prioritize alleyways in downtown to make the alleyways cleaner, more inviting for use and more consistent upkeep, starting with the alleyway to the right of the Arts Council by directing staff to establish a plan, find funding sources and partnership opportunities. A consensus was reached by Council.
