The Utility Connection Assistance Program – Water & Sewer (UCAP-WS) supports owner-occupied residential properties in annexation areas and Council-approved utility extension projects by providing financial assistance for public water and sewer assessment costs, and in some cases, eligible private connection expenses.
The program was established in response to the 2008 agreement between the City of Fayetteville and the Public Works Commission (PWC) to extend sewer service to approximately 8,000 parcels within the Phase V Annexation Area. Construction began in 2010 with a planned completion date of 2037, prioritizing areas based on septic system failures, infrastructure age, sewer availability, and development density.
Following City Charter revisions in 2016, PWC assumed responsibility for future reserve fund contributions while the City retained responsibility for utility assessments. As utility extension projects are approved, property owners may be assessed for installation costs at rates established by City Council. UCAP-WS helps eligible homeowners offset these costs, promoting safe, reliable access to public water and sewer services and supporting the long-term completion of Phase V utility infrastructure improvements.
