FAYETTEVILLE, N.C. - The Fayetteville City Council met Jan. 12, at 6:30 p.m. in the City Hall Council Chambers for their regular council meeting to discuss matters relevant for the City and its residents. 

ANNOUNCEMENTS & RECOGNITIONS 

  • Mayor Mitch Colvin announced Mr. Alex Baker, Economic and Community Development Assistant Director, was sworn in as a District Representative on the Lumbee Tribal Council on Jan. 8.
  • Council Member Antonio Jones presented Ms. Kaitlyn Shepard, a first-grade teacher at Warrenwood Elementary, with a Certificate of Excellence and City Coin for being the recipient of the USA Today Amazing Teacher Spotlight Award.
  • Council Member Shaun McMillan announced the Community Awareness Alliance Martin Luther King Jr. Community Day on Saturday, Jan. 17, from 12:00 - 2:00 p.m. at Fire Station 14 at 632 Langdon St.
  • Council Member McMillan announced 2026 North Carolina Black Alliance Environmental Justice and Healthcare Summit with the theme “Grounded in Justice, Rooted in Wellness” being held Jan. 23-24, 2026, at Embassy Suites by Hilton Fayetteville Fort Bragg.
  • Council Member Jones announced the Unity Wellness & Resource Expo taking place Jan. 17 – 18, 2026, from 10:00 a.m. - 4:00 p.m. at 4616 Murchison Rd.

CITY MANAGER REPORT

  • City Manager Dr. Douglas J. Hewett announced that Empowering Community Micro-Grant applications are open for community safety micro-grants focused on crime prevention. The application deadline is Jan. 31, with pre-application virtual workshops available on Jan. 12 &14 at 6:30 p.m. Special consideration will be given to those programs that focus on safe space activations.
  • Dr. Hewett also announced that in partnership with the National Institute for Criminal Justice Reform, the Office of Community Safety is holding Community Feedback Sessions on Jan. 20 and 21 to collect community feedback for OCS’s strategic plan and gather input.
  • Dr. Hewett then announced the Economic and Community Development Department’s Notice of Funding Availability for federal community development block grants and emergency solutions grants. The City seeks partner organizations to expand public services, support economic opportunities and expand Fayetteville’s response to homelessness. Applications close on Jan. 16, at 5:00 p.m.     
  • Dr. Hewett announced to residents that a Public Hearing will be held at the City Council meeting on Monday, Jan. 26 at 6:30 p.m. The hearing will gather input on proposed policy regarding requesting no parking zones multi-use lanes. Those wishing to speak must sign up with the Clerk’s Office.
  • Dr. Hewett announced City Offices will be closed on Monday, Jan. 19, in observance of MLK Day. Solid Waste services usually collected on Monday will be collected on Wednesday, Jan. 21.
  • Dr. Hewett announced the next Doug in the District will be held on Jan. 20, at The Coffee Scene at 3818 Morganton Rd. at 8:00 a.m.
  • Council approved the agenda for the meeting.

PUBLIC FORUM

The city council held a public forum during this meeting. This is a critical portion of the Regular Council meeting as the city council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues to inform them of their opinions on specific topics.

Seven speakers spoke at the meeting. Two speakers spoke to Council introducing a new community-based organization. Five speakers expressed concerns regarding loose leaf compliance, public safety, bike lanes, proposed changes to City Ordinance, and public safety and infrastructure.


CONSENT AGENDA

Council voted unanimously (10-0) to approve the consent agenda with the exception of items 8.0A6 “Authorize Aubrey Hills Apartments Affordable Housing Loan Subordination” and 8.0A8 “Adopt Resolution Providing for the Sale and Issuance of $ 40,000,000 General Obligation Public Improvement Bonds Series 2026 Non-Taxable for Public Infrastructure ($25 Million) and Public Safety ($15 million)”.

  • 8.0A2 Council approved the rescheduling of Council Strategic Planning Retreat meeting for Feb. 3-4.
  • 8.0A3 Council approved the proposed clerical amendments to Appeal Ordinances to ensure consistency with the City’s ordinances and forms/citations.
  • 8.0A4 Council approved a request to rezone 4.21 acres at 3829 Distribution Drive, 3701 Distribution Drive from Community Commercial (CC) to Light Industrial (LI).
  • 8.0A5 City Council approved adding three new subdivision streets to Fayetteville’s street system, increasing the total mileage to 755.45 miles and making the streets eligible for Powell Bill funding.
  • 8.0A7 Council accepted a $354,000 grant from the International City/County Management Association (ICMA) to advance community-wide strategies that will improve economic mobility and opportunities in the City.
  • 8.0A9 Council adopted a revised resolution to appoint designated staff as deputy finance officers for the purpose of signing the pre-audit certificate on purchase orders, contracts, and agreements; authorizing them to sign checks; and allowing them to act as designees in the Chief Financial Officer’s absence. This action amends a previously adopted resolution to include signing checks.
  • 8.0A10 Council approved the construction award recommendation for the Re-advertised Water Main Replacement and Rehabilitation to Insituform Technologies LLC, Southington, CT, the lowest responsive and responsible bidder, and in the best interest of PWC, for the total amount of $8,979,370.00, and authorize the CEO/General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase.

8.0B   ITEMS PULLED FROM CONSENT

  • 8.0B6 Council unanimously (10-0) approved amendments to the Aubrey Hills Apartments Affordable Housing Loan, allowing the City’s investment to be secured in the third position.
  • 8.0B8 Council unanimously (10-0) a resolution authorizing the sale and issuance of up to $40 million in General Obligation Public Improvement Bonds. This action begins the process to fund, or reimburse the City for, eligible public improvement projects, including projects already completed.

REPORTS FROM BOARDS AND COMMISSIONS

  • 9.01 City’s Internal Audit Director Rose Rasmussen presented the Annual Report of the Audit Committee. Council unanimously (10-0) accepted the report.

STAFF REPORTS

  • 10.01 Chris Lowery, Strategic & Performance Analytics Manager and Andy Brayboy, Senior Corporate Performance Analyst presented the Fiscal Year 2026 Second Quarter Strategic Performance Report. As Fayetteville continues to move forward, the strategic plan articulates a long-term vision that informs priorities, fosters data-driven decision-making and supports continuous improvement. Council unanimously (10-0) accepted the report.
