Fayetteville City Council Recap – April 14, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met April 14 at 6:30 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the City.
The meeting was CALLED TO ORDER at 7:16 p.m. followed by the invocation offered by Assistant Pastor Dirk Hennigan with Mt. Sinai Baptist Church and the Pledge of Allegiance lead by Mayor Mitch Colvin and City Council members.
There were three ANNOUNCEMENTS AND RECOGNITIONS made by Mayor Colvin and Council.
- Mayor Colvin presented a proclamation to the City of Fayetteville 911 Communications staff in recognition of National Public Safety Telecommunicator Week.
- Mayor Colvin presented a proclamation to Executive Director Mr. John Webster, and Prevention and Volunteer Coordinator Ms. Faith Boehmer of Child Advocacy Center in recognition of Child Abuse Prevention Month.
- Mayor Colvin also presented the Key to the City and city coin to Gilbert Baez in grateful recognition of his commitment to service and making a direct and lasting impact to our community through 17 years as a news reporter.
City Manager Douglas Hewett introduced Tiffany Murray as the city’s new chief financial officer during the CITY MANAGER'S REPORT. He then welcomed Marketing and Communications Director Loren Bymer to speak about the department’s recent accomplishment. The Marketing and Communications Department received three North Carolina City County Communicators (NC3C) awards.
Mayor Pro Tem Kathy Jensen moved to APPROVE THE AGENDA, and the motion was seconded by Council member Derrick Thompson. It was approved UNANIMOUSLY (10-0).
The City Council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the City Council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics. 10 speakers spoke during the public forum starting with one resident expressing concerns regarding ABC Zoning permit exemption. Others expressed concerns regarding School Resource Officers and community issues, supplemental practice fields and equipment for baseball and softball, corruption in Cumberland County Schools, affordable housing, PFAS contamination, and sentinel event review. One speaker invited the City Council to the PRIDE Prom being hosted by Fayetteville Pride and another speaker expressed his support for Fayetteville Pride. Lastly, a speaker provided a proposal on a Youth Historical Display Initiative.
The CONSENT AGENDA is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.
Council member Thompson moved to approve the consent agenda with the exception of item 8.0A6 (Adoption of Capital Project Ordinance and Budget Ordinance Amendment to Appropriate Federal Transit Administration FY25 Grant NC-2025-021-00 and the Required Local Match). This was seconded by Council member D.J. Haire. It was approved UNANIMOUSLY (10-0).

9.01 Strategic & Performance Analytics Manager Chris Lowery and Senior Corporate Performance Analyst Andrew Brayboy presented the FY 2025 3rd Quarter Strategic Performance Report. Council Member Mario Benavente moved to accept the FY2025 3rd Quarter Strategic Performance Report. This motion was seconded by Council member Malik Davis. It was approved UNANIMOUSLY (10-0). The City Council held one PUBLIC HEARING during this meeting. This is a critical portion of the Regular Council meeting since for certain issues, the Fayetteville City Council may sit as a quasi-judicial body that has powers resembling those of a court of law or judge. The Council will hold hearings, investigate facts, weigh evidence and draw conclusions which serve as a basis for its decisions.
Citizens wishing to provide testimony in response to a notice of public hearing or to participate in the public forum can obtain instructions to submit a statement by emailing cityclerk@fayettevillenc.gov or by calling 910-433-1312 for assistance. Individuals desiring to testify on a quasi-judicial public hearing must contact the City Clerk by 5:00 p.m. the day of the meeting to sign up to testify; instructions will be provided on how to appear before Council to provide testimony. All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts.
10.01 Parks, Recreation, and Maintenance Director Michael Gibson presented the recommendation for renaming of Woodrow Park to Haymount Park at Woodrow. There was one speaker in favor of this item. There were no speakers in opposition for this item. Council member Lynne Greene moved to approve the renaming of Woodrow Park to Haymount Park at Woodrow.
