Fayetteville City Council Recap – October 13, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Oct. 13 in the city hall for their City Council regular meeting to discuss matters relevant to the city.  


ANNOUNCEMENTS & RECOGNITIONS 

  • Mayor Mitch Colvin asked for a moment of silence to recognize the tragic loss of three E.E. Smith High School student-athletes, Trevor Merrit, Nick Williams and Jai’hyon Elliot, and critically injured Dymond Monroe, in an automobile accident on Oct. 8. 
  • Councilman Mario Benavente announced the 12th Annual Pinwheel Masquerade Ball this Saturday, Oct. 18 from 6-8 PM. 
  • Councilman D.J. Haire reminded the community that early voting for the general election starts Thursday, Oct. 16. 
  • Mayor Pro Tem Kathy Jensen recognized October as Breast Cancer Awareness Month.  
  • Councilman Derrick Thompson presented Certificates of Appreciation to Mr. Jordan Timmons and Lowe’s Store #0388 for their contributions to the Fire Department.  
  • Councilman Thompson presented Certificates of Appreciation to the staff of The Rick Herrema Foundation (Rick’s Place) in recognition of their partnership with the Fayetteville NEXT Advisory Commission. 
  • Mayor Colvin presented a proclamation to staff members, in recognition of Indigenous Peoples Day.  
  • Mayor Colvin then presented a proclamation to Mr. Shaun McMillian and homeless advocates, in recognition of World Homeless Day. 

CITY MANAGER REPORT 

  • Dr. Hewett announced a new art exhibition at the Fayetteville Regional Airport that celebrates local culture and heritage. A public reception will take place on Oct. 23 from 6 -7:30 p.m. He also announced that Assistant City Manager Jeffrey Yates achieved his ICMA Credential Manager status and will be recognized at a conference in Tampa, FL later this month. Mr. Yates has been instrumental in achieving a balanced budget and turning in the City audit on time. 
  • Lastly, Dr. Hewett reminded residents to sign up for City Manager’s Messenger that is sent out every Friday. 

The meeting agenda was then approved unanimously. 


PUBLIC FORUM  

  • The city council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the city council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics.   
  • Five speakers expressed concerns regarding crosswalks in District 5, traffic, Main Event, demolition of 206 Campbell Avenue and justice, transparency and accountability. 

Council voted unanimously (10-0) to approve the consent agenda.  


CONSENT AGENDA 

  • 8.0A1 Council approved the meeting minutes from: 
    • September 17, 2025 - Agenda Briefing 
    • September 22, 2025 - Discussion of Agenda Items 
    • September 22, 2025 - Regular 
  • 8.0A2 Council approved a request to rezone of approximately 79.39 acres at 4407 Distribution Drive and adjacent parcels from multiple existing districts to Heavy Industrial (HI) to accommodate an expansion of SteelFab’s operations. 
  • 8.0A3 Council approved a request to rezone 0.11 acres at 433 Hillsboro St. from residential to Limited Commercial (LC).  
  • 8.0A4 Council adopted Capital Project Ordinance Closeout (CPCLO) 2025-30, 2025-32 and 2025-33 to close Sewer Line from Intersection of Claude Lee Road and Doc Bennett Road Project, Reconstruction of South General Aviation Ramp Project and Repaving and Repainting North General Aviation Apron Project.  
  • Council also adopted Capital Project Ordinance Amendment (CPOA) 2023-6 and 2025-22 to reduce appropriations of the Perimeter Road Paving and Replacement Fencing Project and the International Arrivals Facility Project to reflect the actual awarded grant amounts and local matches, which vary from the original anticipated funding. 
  • 8.0A5 Council approved the GovDeals electronic auction of the six decommissioned vehicles and authorize the City’s Fleet Department to begin the electronic auction process. 
  • 8.0A6 Council adopted an ordinance that reflects a new state law that will require cities in North Carolina to subject all applicants for positions that require working with children in any way to criminal history record checks conducted by the North Carolina State Bureau of Investigation.   
  • 8.0A7 Council authorized the City Manager to execute the First Lease Modification and Extension Agreement with Methodist University and the First MOA Modification and Extension with Fayetteville Soccer Club, Inc. 
  • 8.0A8 Council adopted a resolution declaring the 0.03-acre parcel on Wright Street surplus property and authorized the upset bid process and sale of the property.  
  • 8.0A9 Council approved the sole source request to purchase and install a 32-tap vacuum interrupting on-load tap changer (OLTC) from Reinhausen Manufacturing Inc. in the amount of $246,978.67 and authorize the CEO/General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase. 

STAFF REPORTS 

  • 9.01 Council unanimously voted (10-0) to accept the FY26 1st Quarter Strategic Performance Report.  

PUBLIC HEARINGS 

  • 10.01 Council held a public hearing then unanimously (10-0) adopted the Substantial Amendments to the Housing and Urban Development 2021-2022 and 2025-2026 Annual Action Plans.
