FAYETTEVILLE, N.C. - The Fayetteville City Council met Nov. 10, at 6:30 p.m. in the City Hall Council Chambers for their regular council meeting to discuss matters relevant for the City and its residents.

ANNOUNCEMENTS & RECOGNITIONS

Council member Deno Hondros announced Heal the Ville will host a Stop the War event on Saturday, Nov.15 from 4 - 7 p.m. at 454 E. Russel Street.

Mayor Pro Tem Kathy Jensen announced Saints Constantine and Helen Greek Orthodox Church is holding their 68th Annual Spaghetti Dinner on Nov.19 at the Hellenic Center, 614 Oakridge Avenue.

Council member Malik Davis acknowledged Junior Mayor Rylen Mack.

Council member Lynne Greene announced the Fayetteville Really Market is scheduled for Saturday, Nov. 15 from 11 a.m. to 2 p.m.

Mayor Mitch Colvin asked the community to join in the search of Musik Blyther, a 14 year-old that has been missing since Nov. 7. M

ayor Colvin presented the City Key and Coin to Dr. Ron Godbolt for his unwavering commitment to the community.

CITY MANAGER REPORT

Dr. Douglas Hewett announced that City administrative offices will be closed on Nov. 11 in observance of Veteran’s Day. He also shared that the next Fayetteville Outfront is scheduled for Thursday, Nov.13 at 6 p.m. at Lewis Chapel Middle School, 2150 Skibo Road.

The meeting agenda was then approved unanimously (8-0).

PUBLIC FORUM

The city council held a public form during this meeting. This is a critical portion of the Regular Council meeting as the city council seeks to have a collaborative resident and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort to inform them of their opinions on specific topics.

Six speakers were in attendance, with the first speaker thanking Council for microgrant funding. Five speakers expressed concerns regarding actions of the community, elected officials and businesses, Sycamore Square, reducing crime and aiding in the community, the demolition of 206 Campbell Avenue and public transportation.

CONSENT AGENDA

 Council voted unanimously (9-0) to approve the consent agenda.

8.0A2 Council approved the request to rezone a 2.36 acre parcel located at 5236 Murchison Road, currently zoned as Community Commercial (CC) and Light Industrial (LI) to Light Industrial/Conditional Zoning (LI/CZ).

8.0A3 Council approved the final deliverables for the Beaver Creek 2 and Little Rockfish Creek 1 watershed studies.

8.0A4 Council adopted a resolution and appropriate $163,800.00 in opioid settlement funds with a Special Revenue Ordinance (SRO 2026-11) for the enrollment of 364 officers in the Operational Readiness for Police Offices: Effective Strategies & Practical Techniques for Addressing Opioid Use Disorder & Co-occurring Conditions training course through Fayetteville State University.

8.0A5 Council approved the purchase contract for a 2026 Pierce Enforcer 107-foot aerial for the cost of $1,781,841, replacing a 2009 apparatus for the Fayetteville Fire Department.

8.0A6 Council adopted a resolution to appoint as deputy finance officers for the purpose of signing the pre-audit certificate on purchase orders, contracts and agreements, and act as the designees in the Chief Financial Officer’s absence. As well as amending the previously adopted resolution to remove authorization of pre-auditing from roles that are no longer part of city staff.

8.0A7 Council adopted a resolution declaring 434 Old Wilmington Road Surplus Property and authorized the Upset Bid Process and Sale of the Property to allow for the parcel to be added back to the tax rolls.

8.0A8 Council approved the bid recommendation purchase award of Granular Carbon Media for P. O. Hoffer & Glenville Lake Water Treatment Facilities to Calgon Carbon Corporation, Moon Township, PA, in the total amount of $15,213,853.35 and authorized the CEO/General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase.

STAFF REPORTS

9.01 Council unanimously voted to receive the Office of Community Safety Quarterly presented by Director of the Office of Community Safety John Jones with a 9-0 vote.

PUBLIC HEARINGS

10.01 Council heard one public hearing for the proposed amended and restated Downtown Development Agreement (DDA) between the City of Fayetteville and Fay Hay Master Venture LLC, an affiliate of Lansing Melbourne Group (LMG), for the completion of the Stadium View Project located adjacent to SEGRA Stadium and above the Hay Street Parking Garage. The proposed DDA includes the development of multi-family residential units, hotel units, retail space and elevators at 466 Hay Street.

Council approved the Stadium View Downtown Development Agreement and authorized the city manager to execute the agreement, subject to any necessary amendments, as well as any ancillary agreements necessary to implement the project, with an 8-1 vote. Council member Mario Benavente voted in opposition.

Council also unanimously voted to have staff identify a point of contact for LMG to hold meetings with the Downtown Alliance and the Cool Springs Downtown District with a 9-0 vote.
