Fayetteville City Council Work Session Recap – August 4, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Aug. 4, at 2 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the city.
6.01 Emergency Management Coordinator Laura Smith and Cumberland County’s Emergency Coordinator Garry Crumpler presented to City Councilmembers an overview of what emergency management is, what their responsibilities are and how they work together with other agencies to support the city and county before, during, and after a disaster.
6.02 City Council came to a consensus to move forward with the early design phase of a major flood improvement project for Cross Creek in downtown Fayetteville. A presentation was presented to Council of a stormwater project that involves reshaping and improving the creek channel from the Martin Luther King Freeway to Green Street. The full project is expected to cost around $50 million and may take up to a decade for completion, but Council reached a consensus to fund the initial design phase, which will cost $534,050 and take an estimated 11 months to complete.
6.03 City Council reached a consensus of adopting a comprehensive city-wide loitering ordinance that provides the most effective solution to current public safety and property protection challenges while establishing a clear legal framework for future issues. This new ordinance would replace the current limited drug-related loitering provision with broader regulations covering all city-owned or operated parking facilities and public spaces. Before the ordinance is formally adopted and implemented, Council will vote to approve it.
6.04 With the growing popularity of pickleball and increasing parks and recreation opportunities for residents, City Council reached a consensus to resurface the Tokay Tennis Courts, converting half into pickleball courts while keeping the other half for tennis courts.
6.05 Councilman D.J. Haire requested to reduce the speed limit to 25 mph on Seabrook Road from Langdon Street to Jasper Street with the appropriate signage. The Council reached a consensus to approve the council request.
