Fayetteville City Council Work Session Recap – October 6, 2025

FAYETTEVILLE, N.C. - The Fayetteville City Council met Oct. 6 at 2 p.m. in the City Hall Council Chambers for the monthly work session to discuss matters relevant to the city.

CITY MANAGER’S REPORT

During the city manager’s report, Dr. Doug Hewett invited United Way of Cumberland County's Executive Director Scott Embry to the podium to provide an update on Fayetteville and Cumberland County’s participation. Dr. Hewett then invited Council and residents to a free public meeting on Thursday, Oct. 9 from 6 to 8 p.m. in the Cumberland County Department of Social Services building to review and discuss the latest updates to local flood hazard and flood risk data.

OTHER ITEMS OF BUSINESS

6.01 Council reached a consensus to receive the City and Cumberland County Public Safety Answering Point Consolidation Report presented by Chief Freddy Johnson and hold a joint City and County meeting in November.

6.02 Council reached a consensus to receive the Downtown Municipal Service District FY25 Fourth Quarter Report from Cool Spring Downtown District, Inc. presented by Cool Spring’s President and CEO Ashanti Bennett.

6.03 Council reached a consensus to receive accept and receive the presentation on the Substantial Amendments to the Housing and Urban Development 2021-2022 Annual Action Plan and the 2025 - 2026 Annual Action Plan presented by Community Relation Manager Jacqueline Abbott with the city of Fayetteville’s Economic and Community Development Department.

6.04 Council was presented an administrative report on the Special Event Security improvements for Festival Park by Senior Assistant to the City Manager Brook Redding. No motion was made on this item.

6.05 Council reached a consensus to add the proposed 2026 City Council Meeting Calendar to an upcoming October meeting for the adoption of the calendar resolution.

6.06 Council reached a consensus to accept and receive the Report from the Homelessness and Mental Health Committee and add presentations from Redeploying American Veterans and the Continuum of Care to the January work session.
